Schurumn, the head of the Philippine commission, Btnnds with the ndiuinlttnition and the greut body of the expansionists of all parties. Brfork the war Edward Atkinson devoted his time to pushing the merits of a cook stove mode of an empty candle box and a lOe kerosene lamp. With eaoh stove went a hand bill explaining how a person can live on 10o a day. Atkinson's idea of na tional destiny is put up on the same scale. AViiKa' a business man advertises regularly In the Herald it proves three things : First, that he wants the patronage of the housewives of Shenandoah ; second that he has goods worth advertising ; third, that he has courage of his convictions. In fact, you "cannot reach Herald readers through any other publica tion." The Philadelphia Times has opened a bureau at the National Ex port Exposition, Philadelphia, and proposes to have on file at this buroau copies of leading papers from im portant cities and towns outside of Philadelphia. The Herald will be among the papers placed on file and Shenandoahans attending the Ex position can always get their news from home by visiting the Times bureau. "The hum of industry hag drowned the voice of calamity, and the voice of despair is no longer heard in the United States, and the orators with out occupation are now looking to the Philippines for comfort. As we opposed them when they were stand ing against industrial progress at home, we oppose them now as they are standing against the national duty, in our island possessions in the Pacific." President McKinley's speech at Kewanee, 111., on Saturday. People who are inclined to criti. else the conduct of the American campaign in the Philippines, would do well to contrast it with those of Spain in those islands. Gen. Kivera, in the first year of his campaign against the Filipinos, lost 8,000 pris oners, 1,000 killed or mortally wounded, and 2,000 disabled by dis ease, making a total of 11,600, or 4G per cent, of his entire command. Gen. Otis, in the eight months of his campaign, has lost 268 men killed, 02 deaths from wounds, 470 incapuoiated from disease, and no prisoners, mak ing the total 815, or about 21 per cent, of his entire command. It may not be generally known, but it is nevertheless true that the busi ness management of the present board of County Commissioners in the last year has saved the oouuty $4,000 per month, or $50,000 in a year, The connty is in no need of funds, something unusual in this branch of the county administration. If the present business management Is oon tinned n few years our oounty will have no debt, and the burdens our people have carried for years will disappear. This is one great reason why the present management should' be continued. The election of Kantner and Beber, the one now president of the board, the other a clerk who understands the present polloy, will so conduct the affairs of the county that the hard earned Kidney Troubles Bright! Joseph Marlnl, an Italian plasterer, 28 years of age, was found murdered in his home in a tenement in Little Italy. He was lying undressed In bed, with a stllletto In his heart. Tho police believe that either the man's father committed tho deed or else was driven temporarily In sane because of the crime. The old man attracted attention by his peculiar actions. He was accom panied by his little daughter, and he seemed In mortal dread of something. His face was blanched, his knees trembled, and be seemed speechless, So strange were bis actions that he was surrounded by a great crowd of people, but started to run away. He made good his escape from the crowd, hut an Investigation was made by the police and the body of the man's son was found, with the little girl weeping beside it Michel Angelo, an Italian speculator, was shot and killed In Brooklyn by Michael Cangoes, a fellow countryman. The shooting fallowed a quarrel over money the murderer owned his vic tim. The murder was committed in the nresence of many passers by. Anton Schavalll was shot and killed in Astoria by another Italian, who pave his name as Carmeilo Giancltas, The murderer was arrested. Schavelll, who bad lived in Astoria for several years, was walking In company with his wife, when a man walked close to Mm and scrutinized him carefully. He then drew a revolver and fired four bullets at Schavelll, all of which took effect. Italians say the shooting of Schavelll wan a long standing debt that the murderer promised to pay Fourteen years ago, they say, Qlancitas foil In love with the photograph of a girl while In this country, and said he would marry her. A younger brother of Anton Schavelll, however, married her. and Qlancitas vowed vengeance. He said he would kill his rival and his rival's three brothers. He shot two of the brothers at different times in New York city, and each time made his escape. Both men recovered. 'THE SPKHIVSI Sho Dovolopod Pp'onditl Qualities in Saturday's Third Fluko. OONHDENOE IN THE COLUMBIA. lint tlio Itutt Inii In Fnvnr or tlio Amor lenn llont Is iiifliipticril Itntlior liy I.ornl Prlilo Tlinn by tlio .llulirmotit of Ynulitlnir KxportH. New York, Oct. 0. The third at tempt of tho Columbia and Shamrock to sail over a full courso In an Ameri ca's cup contest was abanodnod Satur day when the yachts wore live miles from the finish. It was a very even race, with tho honors slightly In favor of the Shamrock, tho challenger start ing 17 Roconds after Columbia, over hauled the Amorlcnn cup dofonder nnd was first around the stnko. Sho also showed herself to ho superior In wind ward work while the breeze lasted. Shamrock stock has tnkon another rise. There Is a feeling about town that tho historic cup Is in greater dan ger than over bofore. The more Saturday's performance Is considered and discussed the less en couraging It seems to the American yachtsmen. The Shamrock Is a won der in light weather, That Is Bottled beyond doubt by the three days of drifting. She has surprised hor own people and. has glvon tho other peoplo a great shock. Sho handles splendidly, and there are men on board who know how to do the handling. The feeling of the American yachts men that the challenger was entering the races unprepared and untried has disappeared. They have seen hor fit for tho struggle, and they know that Bhe is ready to do her host In response to an Inquiry made last evening ns to what was being dono by way of preparation, hor managers said: "Nothing. There sho Is, ready for the gun." Kuch side is still confident, but It must be admitted that the hackers of the green boat are showing tho most hope. They say they know what sho can do in heavy weather. It only re quired theso duys of drift to convince them that she was just as goo'd in light airs. The whole Shamrock contingent is a happy one, and there is no ono to begrudge them their pleasant mo ments. The Columbia people are not unhap py, by any means. On the contrary, they still confidently assert that, of course, the cup stays. But they have been shocked, and they have been shocked In a most dcclslvo manner They know there will bo no walkover. They know more than this, but they are not telling what It is. Tho betting is still slightly In the Columbia's favor, but this is not based on the Judgment of yachting experts. There Is more Columbia money to be had, because of local pride, and this is the Influencing fact In tho matter. The opinion was quite general yes terday that there was something in Saturday's racing hy which a lino could he drawn on the merits of the boats. There was wind enough for a couple of hours to furnish a test, the first real test of the week, and while It lasted and the boats were under equal conditions the Shamrock did bet ter work. That is the reason for the rise in tho Shamrock stock today. She is good in a run dead before the wind. She is good In a beat to windwaVd. What she will do In a reach Is undecided, but the Im pressions are against her on this point of sailing. Admiral Dewey will not be able to seo tomorrow's race from the Erin. Ho has so many engagements that he finds it Impossible to be present, and so telegraphed Sir Thomas Llpton yes terday. By a mutual agreement between the representatives of the New York Yacht club and the Royal Ulster Yacht club the Columbia and Shamrock will sail every day after next Thursday until the question of International yachting supremacy is established. The request for such an arrangement came from Sir Thomas Lipton, owner of the challenger. Sir Thomas wanted tho races to. be sailed dally after tomorrow, but the members of the New York Yacht club refused to assent to such an arrangement. Up to Date for Pains and Aches. No lives were lost, but a tralnload of passengers had an ex ceedingly narrow escape. The two en gines were entirely demolished and the baggage and smoking cars of tho passenger train were telescoped. Tho fireman on the passenger, John Alli son, was badly injured. Foul-Smelling Catarrh. Catarrh is one of the most obstinate diseases, and hence the most difficult to get rid of. There is but one war to cure it. The disease is in the blood, and all the sprays, washes and inhaling mixtures In the world can have no permanent effect whatever upon it.
