The sub marine torpodo boat made a remark ably good allowing during tho practlco run yestorday. Tlif trials vjro made over the course in Tittle Pccjnlc bay, which will bo used for th" government tests to be held later. 'lao vessel was recently overhauled, and during tho run of yesterday showed a consider able lnorease of speod. The new div ing apparatus for oporating tho steer ing engines worked successfully, the boat getting under water and com pletely out of sight in quick time, tie sldes diving, running on the surface and under water for a length of time, torpedo practice was indulged In. The Whitehead torpedo was used, similar in design to thoso used on tho smaller vessels of the United States navy. Sufficient nlr was stored In the air chamber of tho torpedo to give it a radius of action of about COO yards. The trial was in sending tho boat over a mile course submerged, at the end of which It came to the surface and the torpedo discharged from the tube, which is about Ave feet below tho sur face of the water. The run under the water was made in about 10 minutes. The torpedo was successfully discharged from the tube, but owing to what is thought to have been a disarrangement, of some of tho mechanism the torpedo, Instead of taking a straight course, took a down ward turn and tho volume of muddy water sent up showed that it struck the bottom 50 feet from the bow of the boat. W. It. Eckert, consulting engineer for tho Standard Electric company, of California, said when asked about the boat and Its performance: I am very much pleased with the exhibition and am convinced there is no trouble for the boat to do all that s claimed for It. I feel safer in the Holland boat when under water than In the engine or fire rooms of any of the fast torpedo boats. I consider her absolutely safe." Convlototl of ICniber.zlptnont. Media. Pa.. At yesterday' meeting of the plan.jnnd scope com mittee of the Dewey' celebration Gen eral Hoe, himself a memtier of the Q. A. U., made a long statomont giving his reasons for refusing to permit tht Grand Army of the Republic to head the land parade. General Hoe says ho has taken the position from the be ginning that the day was emphatically a navy day, and that Admiral Dewey and the sailors of the Olympla should bo In tho lend, with nothing whatever to detract. The committee unanimous ly decided to approve the action of General Roe. General A. D. Shw, commander-in-chief of the G. A. H., and Commander Kay, of the stato department, publish statements reiterating thoir Intention not to parade In the rear, and as Gov ernor Roosevelt has no authority In the matter It Is settled that the vet erans of tho civil war will not partic ipate. General Roe received a telegram from Governor Roosevelt yestorday morning directing him to glvo the G. A. R. the choice of nny place In the parade. Immediately on receiving tho telegram Genoral Roe had a confer ence with Mayor Van Wyck, nnd then Chairman Guggenhelmer, of the plan nnd scope committee, which has charge of the parade, was notified of tho gov ernor's dispatch. Mr. Guggenhelmer pointed out that his committee alone had the right to assign places In the line of march. Last night Governor Roosevelt, In an interview In Utlca, said: "I have telegraphed General Roe that If the matter Is one only for the city authorities, and In which I have no power, then of course I withdraw my former telegram. I had under stood that General Roe was acting as major general of the National Guard In the management of the parade, and In that event I, of course, had the power to direct that the veterans bo given the right of the line, and ac cordingly did It. If, however, as ap pears to bo tho case. It Is a matter purely for the city oiTlclals, I, of course, have nothing to say, and no advlco to give." Richard Croker has been selected as one of the special committee of six who will have charge of Admiral Dewey from the moment tho Olympla comes into port next Thursday after noon until he Is turned over to the Washington celebration committee at noon on Monday, Oct. 2. Two other men chosen to act with Mr. Croker are St. Clair McKelway and William McAdoo, former assistant secretary of tho navy.
