The County Commissioners Filed Answer to the Amended Dili: Pottsville, Sept. 6. Tho County Commis sioners yesterday filed their answer to the amendments to the bill in equity presented iu court by the Taxpayers' Association, to restrain them from Issuing the bonds ne gotiated with a Philadelphia broker firm. The answer is as follows : F. It. Kantncr, Benjamin Kaufman and J. L. Stautl'er deny the averment in the lSlili paragraph of complaint's amendment, and for further answer thereto say, that tile matterof funding said $178,000 is wholly i.u their discretion, having been decided so to 111) by this court and by the Supreme Court -af tbis'state. It is truo that the bonds proposed to he issued by these defendants are not duo for 20 years, and that the county will be obliged to carry said debt of $173,000, and pay interest thereon for 20 years from the llrst day of April, lbOQ. The defendants deny that the resources of the county and its financial conditions are such that it could pay oil' this debt in one year. The defendants deny that the assumption, to pay interest and tax on said proposed debt, is wholly unwarranted and a profligate waste, of the county income, and deny also that it would be an impossible and unnecessary burden on the county. They allege there is outstanding non obligations $540,000 of bonded indebtedness of tbe county of Schuylkill, to tho liquida tion of which the proceeds of funded del tax may be applied during the next 20 years. They further aver that it is a mattes within their dlscietiou as County Commis sioners to determine whether or not Hie floating debt of $178,000 should bo funded for 20 years. They deny tbe right of said Controller to supervise and control the issu ance of bonds of the county of Schuylkill. It having been decided by this court that ho has no right to do so. THE SOUTH. Thousands of Visitors In North Carolina , Mountains. (Aahevllle Citizen, Ashevlllo, N. C.) The mountains of Western North Carolina have Indeed been a refuge 'this summer. From every state south of Maryland and east of Ohio tho tourists have poured by th thousands, and to-day tbe counties wot of tbe Blue Ridge iu North Carolina are thronged with visitors who have fled from the torrid rays of the sun in the home land to the. shades of the) great mountains. The cooling waters of the French Broad, Swannanoa, Davidson and Mills rivers, the Pigeon, the Tuckaseego, the Tennessee, Uiwaee, Nautahala, Toe, Cane and other rivers and creeks have been sought by the invalid, the pleasure-Mseker and the sports man, and from the Blue Ridge to Smoky Mountains every mountain glen, and gorge. and valley, and country side has been filled with those looking for a cooler spot, a deeper shadow. And none have been disappointed. There has not been a night this summer, between Mitchell's Peak and Chunky Oal, when sleep was not eouifortahle under more or less cover ing. It seems safe to say that between 15.000 and 88,000 people are now in our mountains and still they come. And this throng increases as the years go by. What formorly was con fined to Asheville has now spread until it covers everyone of the 12 counties lying west of the Ridge, to gay nothing of tiie half dozen or more on the eastern side of the mountain.
