Civil Service Commissioners J. D. Harlow nnd Mark S. Urower, who ar rived horo from Washington Monday night, are in charge of the Investiga tion. Attorney General Bdwln O. Enstmnn, of Exeter, appeared as coun sel for Senator Galllnger and Edwin H. Shannon, of Lacoula, for Governor Iluslel. Senator William E. Chandler was present ns n witness. As the com missioners bavo not nuthorlty to sum mon witnesses, they could do no ruoro than request tho presenco of thoao whom they ileslred to testify. Tho principal featuro of the session was a long statemont by Souator Chandler, previous to which Colonel Rufus N. Ellwoll, collector of customs nt Portsmouth, stated that ho had re ceived a circular letter from William Thayer, treasurer of the Republi can stato committee,, asking for a contribution to carry on the commit tee's work. Osslan D. Knox, postmas ter of Manchester, also testified, but ho said that he saw no circular, and, fur thermore, had not been asked to con tribute to tho 1838 campaign. benator Chandler then oamo forward with his statement, which ho prefaced by a short history of his connection with political committees. Ho said ho retired from tho Republican national commltteo In 1884 and from the stato committee in 1890. Senator Chandlor continued: I said to Senator Gallinnor in 1805 and again In 189G that ho ought to leave tho stato commlttoo for reasons connected with tho civil service law, but he would not go. In 1898, much to my surprise, ho took tho chairman ship of tho state commlttoo. Aftor I recovered from my surprlso I wont to him to endeavor to co-operato In tho work of tho campaign. Wo talked over the means of raising monoy, both agreeing that very llttlo would be needed. Wo spoko of Individuals, of nominees for stato offices, but noth ing was said of federal officeholders. This was on Oct. 10. Between that time nnd Oct. 17 I heard that- an as sessment circular had been sent to foderal officeholders. Governor Buslel asked mo If I know of this assessment. Ho said that ho had reason to believe that a circular for assessment had been sent to officeholders, and ho produced a circular which had been sont to stato officers, and said that some of them had been sent to federal officeholders. "We had a long conferenco, tho re sult of which .was that he said ho would complain to the civil servlco commission unless somo other way could be found to prevent theso officers from being assessed. Accordingly Govornor Iluslel, with my knowledge, asked tho commission about tho terms ot the law. Ho came to mo lator and said that ho had determined to make a complaint. In this I concurred. I called on tho commission when I went to Washington last fall and told them that I would bo at their servlco. This Is substantially all I wish to say. If I And that the federal officeholders who havo been requested by tho com mission to appear hero do not come, or It they como and do not testify, I shall tell the commission all I know about tho matter." At the conclusion of Sonator Chan dler's statement ho exchanged somo warm words with Sonator Galllnger on his (Sonator Chandler s) contribution to tho party funds In 1894 and 1896. James O. Lyford, naval officer at the port ot Boston, was the last wit ness, and testified to receiving tho cir cular from Treasurer Thayer. Ho also stated that the assessment circular was sent to federal officeholders in 1S96. Ex-Governor Buslol detailed the clr cumstances attending his making com plaint to tho civil service commission last October and the correspondence between him and tho commission. Sonator Galllnger asked the com mission If ho was to understand that the real complainant was ex-Governor Buslel or Senator Chandler, and was told ho might draw his own conclu sions. Governor Buslel read a long state ment as to his roasons for action in the matter, saying that he was ani mated by a desire to see the civil ser vice laws. In which ho believed, on forced. Ho considered that tho lavish use of money In elections was a men ace to our national Institutions. He was not actuated by any unfriendly feeling toward Senator Galllnger in prosecuting these charges and he had no desire for "revenge." This investigation is held to allow tho commissioners to examine tho evl dence and to deckle- if it warrants the furthor prosecution of tho case. Fire nt 3 o'clock In the morning tn a five story brick tenement houa at 101 Monroe street canted the death of a little girl and Injured a down other perons, none ot whom will die. Samuel I. linden waa badly burned about tho head, hands, arms and body, and Mrs. Besale Boaalck, 35 year old, badly burned about the face and body. Ten others were overcome by smoke or are suffering from burns. The fire sVirted In the apartment ot Max Press, on the fourth floor, and when discovered had made strong headway. The fourth floor families es caped down the stairway In their night clothing. On the fifth floor lived the Uasch and Silver families, who es caped to the roof and thence were con veyed to a neighboring house.
