Penrce 1 miner of 25 years experience, now Bocretnry and treasurer of the Unite 1 Mine Worriers' association, was the only wltnesw before the Industrial com mission yesterday. Ten years experi ence as an official of tho association, ho snld, enabled him to declare that the organisation never attempted tj force mou to strike. They Inlluenced miners only through missionary work. Mr. Ponrce criticized the use of screens In mining as causing consider able friction between men and oper ators. Ills organization favored con ciliation and arbitration wherever pos sible, and denounced the injunction as a breeder of violence- nd strike Com pany stores and company shoes, he eald, tended to prevent strikes, because they helped to make tho miners de pendent upon the company. Tho ten dency of wages was down, and this decline wob checked only partially by tho efforts ot labor organizations. He thought there should bo strenuous laws against tho employment ot child labor in mines. The eight hour labor law was a great boon to tho miners. The industrial commission recently requested ex-Mayor Abram S. Howitt, of New lork, to appear before It and give bis views on industrial questions. In a letter of responso Mr. Hewitt saM in part: I am an old man, practically re tired from public affairs and striving to close up such private Interests as still rcquiro attention. The condition of my health does not admit of ab sence, from home. "You refer In your letter to the tes timony which was taken by a con gressional committee in 1873, of which I was tho chairman. You doubtless are aware that no report was ever made by tho committee Tho failure to make a report was duo to the conclusion reached by all the members of the com mittee that no report of any value could possibly be made from tbe testi mony which was given before the committee. This testimony disclosed conclusively the fact that tho witness es, when cross examined, invariably contradicted themselves, leaving the testimony which they had given as that of men who had no clear convic tions upon the subject. No human being could possibly evolvo from this mass ot contradictory evidence any definite conclusions whatovor as to legislation in reference to tho rela tions of capital and labor, except pos slbly tho ono conclusion that leglsla tlon could do no good and would prob ably be mischlovous.
