The enemy also tore up sections of the

the rtrptvaont alive of three governmentM.
The real crista, from an internationm
stntidpotnt, occurred last we-k. when
this apprehended outbreak waa illaetiaa-
til. Althoiiah relations were greatly
strRiliexi, it was iioasible to secure an
understanding which ia said to mak"
sure that the outbreak now reported will
not cause a rupture in the relations Ih"
tween the United Statea and Germany,
or between Great Britain and Germany.
That some overt act would take place
has been apprehended for many daya,
but there was little idea it would take
a broad sweep and lead to am-l) heavy
loss of life. In this aspect of the ca'
the actual results were regarded as far
more aerious than thoae which had been
expected and provided for during thi
recent diplomatic exchanges between tin
three governments. Moreover, new ele
ments of International danger had un
oxpectedly arisen. These Included th"
proclamation of the German eonaul,
Hose, which it is believed tended to in
cite the Mataafa party to an open re
volt; also the wounding and killing of
British sailors and marines, the shoot
ing of an American sentry and the at
tacks on the several consulates. These
all invoke unknown possibilities of fceri
ous complication.
The diplomatic exchanges leading up
to this crisin have been very shurp with
in the last few days, harly last week
the Berlin government received direct
Information from Samoa IIhU Admir.-.I
Kautx had arrived there and had sum
moned a meeting of all the ollicials for
March 11. The German authorities fe'r
sure this meeting would result in seri
ous trouble. The Berlin foreign office,
therefore, instructed the German ambas
sador here. Dr. Von Holleben, to pro-
sent a note embodying Germany's views.
It argued that a naval commander had
uo right to net save in executing the wilt
of the three consuls, acting unanimously.
and not through a mnlorlty. But aside
from this argument the German note
intimated quite plainly that Germany
would hold the other governments re
sponsible if serious trouble resulted from
the action of the naval authorities in
Samoa. The strained conditions caused
by this note were somewhat allayed by
the answer of the state department.
which wns friendly and renssuring, al
though it made plain that the American
naval commnuder would act in an emer
gency, even though the consuls were not
unanimous in requesting action. It is
just such an emergency that hns now
occurred in Samoa.
There Is no npprehension here that an
actual clash will occur with the German
civil or naval forces in Samoa. This
is due mainly to the official understand
ing that Germany hns given positive
orders to the commander ot the German
warship Falko to refrain from any ac
tive move.

For Outlirenk of Hostilities.
London, March 30. The morning pa
pers comment on the serious news from
Samoa, the presumtion beiuR that tbe
cruiser Tatiranga was stopped at the
Fiji islands by the ndmiral because re
quired for service at Samoa.
The Standard says: "Hie rebellious
chiefs must be coerced and punished,
nnd something more than a nominal
penalty will be required for the blood
of British nnd American sailors. Tho
German authorities nt Apia hnve in
curred a heavy responsibility. We can
not believe that Berlin will uphold tneir
action, as It is not worth Germany's
while to quarrel with England and
America over Samoa."
The Dally Chronicle says: "There is
of the protectorate.
The Morning Post says: "Admiral
Kautz aud his coadjutors were not com
petent to dismiss the provisional gov
ernment. The single bright spot in tnli
dark business is that the Americans nnu
British fought splendidly together."
The Daily Mail says: "It Is a con
solation to think that, as in Crete, the
spilling of British and American blood
will bring a solution of the crisis. All
three powers should recall their consuls,
and ns the friendship of Germany is the
pivot of our foreign policy her wishes
should he respected in tho final settle
ment."

Wahiwtton, March 30. -The military

Miles' chnrgi'i concerning the lff rap
Hied to the army during tbe Spanish
war had former Oommlaaary General
Kagan before it yesterday ou recall, and
alao heard the testimony of Hear Ad

the navy, and Major Black and Captain
I'omeroy, volunteer offleera, who were
engaged In the commissary aervlre at
l'onee during General Mllea' Porto ltlran
campaign.
General Uagan's testimony was not
atarlling. He stated that Mear. Ar

beef to be preserved by a proieaa of
their own, lint that he bad not consldc

ment to the effect that tbe 21 hour clause
In the lieef contract had crept In as a
clerical error, saying that In the mill

and no explanation waa made of the In
troduction of his name. General Hagan
made frequent refereme during the giv
ing of testimony to the numerous de
mands upon his time during the war.
making this condition an explanation
for not remembering details.
Major Black and Captain I'omero
gave the details concerning the condition
of the beef bronght to I'orlo Itleo on
the steamer Manitoba. Captln I'ome
roy stated that of 'J1.000 imitnds re
col p ted for at l'onee 8,'HX) poiinda had
been condemned. They nlao detailed the
objections made by the meu to the roast
canned beef.
Major Black told of a conversation
with General Kngau in regard to the re
frigerator beef, in which he quoted the
latter as saying, with an oath, that he
would have compelled the men to take
the beef. According to Major Black
Genera) Bagan said:
"Damn them! they have no right to
refuse it! I consider it the best lieef in
the United States, and, damn theml I'd
have made thein take it! .
" Please Smile
AND
Look Pleasant."
When a woman says " I am rucked
with pain," the word ' racked " recalls
the days when they stretched the tender
bodies of women on the rack with rope
and pulley until the very joints cracked.
Fancy an attendant saying to the tor
tured woman, " Please smile and look
pleasant."
And yet the woman "racked with
pain," is expected to smile through her
agony and to make home happy. She
can't do it. It is against nature. Gen
erally speaking, the racking pains of ill
health such as headache, backache and
" bearing down pains " are related to de
rangements or disorders of the organs
distinctly feminine. When this condition
is removed the general health is restored,
and with health comes back the smile
of happiness.
Any woman may regain her health at
home without offensive questionings or
examinations by the use of Dr. Pierce's
Favorite Prescription. It cures per
fectly all diseases and derangements
peculiar to women. Sick women may
consult Dr. Pierce by letter free of
charge. Such letters are treated ns
sacredly confidential.
"I was a great sufferer for four years from
displacement nnd ulceration," writes Mrs. Mary
Metering, of Ollie, Keokuk Co., Iowa. " At the
time I began using Dr. Pierce's Favorite I"re
scription 1 was not able to sit up In bed. I took
eiKht bottles and cot to be a stout woman. Anv
doubting this can write to rae. enclosing a
stamp, aau I win answer.
No alcohol in any form is contained
in "Favorite Prescription." Substitu
tion is selfish. It cares more for its
profit than for your cure. Therefore, in
sist on getting "Favorite Prescription."
Dr. Pierce's great work the " Common
Sense Medical Adviser" is a book no
woman can afford to be without. Send
