The diplomatic exchanges leading up to this crisin have been very shurp with in the last few days, harly last week the Berlin government received direct Information from Samoa IIhU Admir.-.I Kautx had arrived there and had sum moned a meeting of all the ollicials for March 11. The German authorities fe'r sure this meeting would result in seri ous trouble. The Berlin foreign office, therefore, instructed the German ambas sador here. Dr. Von Holleben, to pro- sent a note embodying Germany's views. It argued that a naval commander had uo right to net save in executing the wilt of the three consuls, acting unanimously. and not through a mnlorlty. But aside from this argument the German note intimated quite plainly that Germany would hold the other governments re sponsible if serious trouble resulted from the action of the naval authorities in Samoa. The strained conditions caused by this note were somewhat allayed by the answer of the state department. which wns friendly and renssuring, al though it made plain that the American naval commnuder would act in an emer gency, even though the consuls were not unanimous in requesting action. It is just such an emergency that hns now occurred in Samoa. There Is no npprehension here that an actual clash will occur with the German civil or naval forces in Samoa.
