Francis Felix Faure, sixth president
of the third republic of France, was
born Jan. 20, 1841, in Paris, and was the
son of a cabinet maker.
He was educated at a private com
mercial school, and was then sent to
England for two years to learn the lan
guage and to become acquainted with
Iingliah methods of business, un nis
return to France he went to Ambolse
and mastered the business of a cur
rier. When aulte young" he married
the daughter of fdr. Belluot, an attor
ney at Ambolse. Almost Immediately
afterward he settled at Havre, and he
soon became a leading ship owner.
The better to fit himself for the dis
charge of hla public duties he prac
ticed public speaking by lecturing; on
history to an evening class of adults.
He became president of the Havre
Chamber of Commerce, and during the
Franco-Prussian war held the office
of deputy mayor of the city. At the
head of volunteer firemen, organized
by himself, he extinguished the con
flagrations started at Havre by the
communards. In doing this ho was
slightly wounded by a shell. During
the war Gambetta sent him to England
to buy arms.
In August. 18S1, he offered himself as
a Republican candidate for parliament
In the Third district of Havre, and was
elected. He was appointed under sec
retary of state for the colonies In the
Gambetta administration, formed In
November of that year, and held the
same office In the ministries of M. Jules
Ferry (1S83), M. Brisson (18S5) and M.
Tlerard (1887), In 1891 he became min
Ister of marine In II. Dupuy's cabinet
and was appointed vice president of
the chamber of deputies, a position to
which he was several times elected.
On the retirement of M. Caslmlr
Perler, who resigned the presidency on
Jan. 16, 1895, he was chosen president
by 450 votes, as against 361 given to
Henri BriBson.
In 1897 M. Faure went to St. Peters
burg to return the visit of Emperor
Nicholas, and while there the definite
announcement of the treaty of alliance
between France and ltussla was made.
He filled many Important public of
fices, but In the midst of almost gen
eral corruption he passed unscathed.

Washington, Feb. 17. The navy de
partment has again failed to secure
bids within the appropriation for build
ings at Annapolis. The bids received
a couple of weeks ago for the power
house and sea wall were not low
enough to come within the approprla
tlon, and now those received in answer
to an Invitation for bids for the con
struction of a boat house and armory
are also In excess of the amount fixed
by congress. It Is said that the sub
stitution of granite for brick In the de
sign Is responsible for this state of af
fairs. An appeal will be made to con
gress, In all probability, for additional
funds.

Washington, Feb. 17. A conference
was held here yesterday between the
Interstate commerce commission and
the presidents or other principal of
ficials of most of the great railway
trunk lines over the rate situation,
There were about 20 officials present,
Co-operation between the roads In the
trunk line territory to maintain rates,
it was reported, had resulted In more
stable rates than for some time prior
thereto. The commission after the
conference made a statement endo
Ing that belief.

Tho annual convention of the Schuylkill
County Sabbath School Association will be
held at Mahanoy City on Monday and lues-
day, next. It was postponed from tho 13th

will consequently bo so much more helpful
and interesting.

Itecrults For Regular Army.
Thus far fifty-one recruits for Uncle Sam'
army have been tent out from Pottsville dur
ing the past six or eight weeks. Last night
thirteen more candidates were examined an
all but two were accepted. They left Potts
ville to-day for the various places of cousign
ment. Among the number were John
McAndrew and Johu T. Lavey, of -henan
doah.

dean of the faculty of law of Paris,
waB killed Wednesday evening through
slipping on the Icy steps of the rail
