It is stated that nearly nil the claims arising from the Lehigh Valley railroad wreck at Dunellen have about been adjusted. Tills is credi table to the railroad, and indicates a willingness to deal fairly with those who were so unfortunate as to bo numbered among the dead or injured. Thk decline in the interest rate lias brought about stagnation in the loan market throughout the country. It is estimated that .372,000,000 lie idle in the banks and trust company vaults. Money Is now such a drug in the market that interest rates are expected to drop to one per cent, in May. With Saturdays issue of the Har risburg Commonwealth, Dr. Swallow withdraws from the newspaper busi ness. He says : "We sent appeals to the ministers of the state, showing that we were publishing the kind of paper the pulpit had been demand ing for several years. The result was n response of one pastor to one thous and appealed to by us." Tuk appointment of D. J. Mc Carthy as a member of the Board of Hospital Trustees at Hazleton, by Governor Stone, has caused much ad verse criticism, If we are to judge from the comments of the newspapers of that city. It is said that at least four of tlie members of the Board will not serve with McCarthy, and a strong protest has been forwarded to the Governor. Two weeks from to-morrow the bor ough elections will take place. Ordin arily this time of the yenr finds the politicians active, but it would be a difficult matter to recall a time when the voters of both parties were so in active as they are to-day. This ap pears to be the case in most of the boroughs of the county. It is to be regretted that in the selection of Councilinen and School Directors there is not more interest. It is be cause of such apathy that unfit and unworthy candidates succeed in se curing a seat in these municipal SBjjTjodies. It is not easy to account for such a condition of affairs. The Citizens party has placed in nomina tion honest and capable men, and we believe their election would re down to the interests of the taxpayers in general. The present advances in the direc tion of wore prosperous times un doubtedly had their start in the vast crops of wheat and grain which were produced last year. They prove most conclusively that when the farmers of the country are prosper ous, the whole nation benefits largely thereby. The beneficial effects of the large crops last year were not confined to the farmer. The railroads and other interests of the country were given a new impetus. The former were taxed to their utmost to carry the grain, wore men had to be employed, new cars and locomotives built. Another indication of bettor times is seen in the great activity of the Iron and steel businatw. No year in our history in a nation has the production ol pig iron exeeetleu or equalled that of 1808, and the fur naces of Pennsylvania produced about 47J per cent, of the total pro duction of the country. With wheat and iron as a basis there is every rea son to hope for a steady advance along the line towards an enduring prosperity. The needs of the farmer makes more work for the manufact urer, and the money of the latter eu ables the people to buy products of the farm; the transportation of wheat to the East and of manufactured goods to the West employs capital and labor, and where these two are employed prosperous times will be very apt to reign. Sexton, commander-in-chief of the Grand Army of the Republic, and a member 'of the war investigating com mission, died at 3:40 o'clock yesterday mornlni? at Garfield hospital, from com plications resulting primarily from an attack of the grip. Colonel Sexton had been 111 about a month, first with grip and kidney troubles and later with meningitis of the brain. His system failed to respond to medical treatment, and for several weeks his recovery was hardly expected. When he first be came sick Colonel Sexton was living at the Arlington hotel, but about two weeks ago he was removed to the Gar field hospital. Mrs. Sexton and her son William were with the colonel at the time of his death. Last night the body was put aboard the 7:30 train on the Pennsylvania railroad, and will be taken to Chicago. There were no fu neral services In this city, but six members of the Grand Army acted as pall bearers, both when the body was removed from the hospital and when put aboard the train. Captain W. C. It is announced that arrangements for the repatriation ot the Spanish troops In the Philippine Islands are being made at New Tork and San Francisco. The American gov ernment. It Is added, bears the expense of the repatriation, which fs to be car ried out by the Spanish Transatlantic Steamship company. The Spanish gov ernment, through the French embassy at Washington, has sent a communica tion to the government of the United States saying that, In view of non success of the Americans to obtain the release of the Spanish prisoners, the government Itself has taken steps to obtain their release. But as this will necessitate a certain expense the gov ernment of Spain recalls the fact that the stipulations of the treaty of Paris oblige the Americans to obtain the liberation of the Spaniards, General Bios, commanding the Span ish troops In the Philippines, cables that Agulnaldo offers to release the Spanish prisoners on the payment ot J600.000 and the handing over to him of the cannon, rifles and 3,000,000 cart ridges belonging to the Spaniards. The government here replied that It could not aocept this transaction, as It would be equivalent to Indirect protection ot the Insurgents, whlcji would be a breach of the Spanish engagements with the United States. The cabinet de mands the Immediate appointment of a successor to Senor Carbonell, and that natives be appointed In place of General Isaton and Major Pierce. An order received here from Hnvaha has not tended to relieve the situation or to reconcile the people to being ruled from a distance. Under Its terms a reducelon of 20 per cent Is being made In all salaries exceeding $G00 per an num. This Is really an old Spanish tax, always exceedingly obnoxious and only used as an extreme war measure. It does not touch the laboring class, but strikes those who have most In fluence over the working people, the mayors, chiefs of gendermerle and Judges In the province. These oniclals bitterly protest against ths Injustice of this reduction, for General Leonard Wood, military gov ernor of the department of Santiago, when reorganizing these offlcca reduced the salaries paid under the Spanish regime quite 30 per cent on the aver age, and 50 per cent In some Instances. Moreover, these reductions were In variably made before appointing the Incumbents. Under the Spanish gov ernment the mayor of Santiago receiv ed $250 a month. General Wood re duced the amount to $100, believing this all the city could afford and arguing that a good citizen ought to be willing to undertake the mayoralty duties on that basis for the beneilt of the people ot tho city. The general Impression here Is and It is conllrmed by reports received from other provinces that the present con ditions must change shortly. It Is not considered likely that any trouble will grow out of these latest Instructions from Havana, but they have tended to Increase what Is undoubtedly a grow ing discontent. General Wood, who was expected to arrive today by the regular mall steam er along the south coast, arrived un expectedly yesterday by a Ward liner. No preparations could be made to re ceive him on such short notice, and Senor Bacardi, the mayor, Is greatly chagrined. Some day this week, how ever, the mayor will hold a mass meet ing In honor of the military governor, at which the people will have an op portunity to express their satisfaction at his return and their approval of his course at Washington. General Wood held a reception at the palace yes terday, when he was waited upon by the Judges of the supreme court, the mayor and other prominent officials, all of whom assured him of their gen uine pleasure at his safe return. A dispatch from Havana says that tho route General Gomez will take from Bemedlos to Havana Includes Sagua and Matanzas City, where he will re ceive ovations. Horses will probably be sent by train to tho BUburbs of Ha vana, where Gomez and his officers will mount them, to ride through the city to El Vedado, to pay their respects to Governor General Brooke.
