Tho Council referred tho matter to its law com mittee and solicitor and tho matter was In vestigated Tho sceno of tho accident "was visited and statements of several witnesses were taken, after which tho committee re ported to Counall that they could find no cause of action. Upon this statement Mrs. O'Brien's claim was rejected. The plaintiff declares that on or about May 18, last, between 8 and 0 p. ui., in company with a friend named Mrs. Rums, she was lawfully, peacefully, quietly, and with care and caution, walking along the sidewalk in front of the property of Mrs. Murphy, on Coal street, between Gilbert and Chestnut streets." While thus walking, the complain ant states, she fell by reason of a hole In tho sidewalk. Through tbo fall she sustained an injury to her left ankle and also Internal In juries, causing her great paiu and sickness, and entailing great expense. The plaintiff alleges that the injury to her ankle is a per manent one and she is disabled and in capacitated from following her dally house hold duties, as well as engaging in any other work for outsido people, which sho bad been doing prior to the accident. Tbo plaintiff sets forth as an additional cause of action that for a long time prior to the date of the accident the borough know ingly neglected to havo tho pavement re paired when it was in the unsafe condition that it remained in when the accident oc curred. From tho investigation made by the bor ough when the proposition of settlement was made, it is anticipated that tho borough will answer with a general deuial. The Columbia Hoso Company has held many fairs, but none to equal the one to be opened to-night III splendor, perfection of detail aud variety of amusement. The ball in which tho fair is to be held has undergone, wonder ful transformation and Is a palace of beauty Tho decorations surpass anything heretofore attempted in tho town aud embrace many wonderful electrical features. In tho stago decorations patriotic colors predominate and the proscenium arch reflects great in genuity In electrical effects. Among tho notable features iu this connection is tho greeting slgu on which tho word "Welcome" is framed by a hundred incandescent lamps. A background of glittering material and an elegant pink surrounding festooning com pletes a surprising exhibit. Beneath this is a shield of national colors thickly studded with Incandescent electric lamps, and both these oxhibits afford a most brilliant, as well as unique, Illumination for the hall. Tho draperies from tbo domo and along the walls and balcony of tho hall aro also surprisingly neat and beautiful. The colors aro almost innumer able and the designs exceedingly handsome. The annual Inspection of the road bed of tho ontlre system of the Pennsylvania rail road was made in November. EXPRESSIONS OF SATISFACTION Many of the Cashier's Friends Feared That Judge Butler Would Regard the Case In the Light of That ot Harsh, Who Dot Twelve Years. Philadelphia, Dec. 21. William Steele, the cashier of the defunct Chestnut Street Nationul bank, was sentenced yesterdny by Judge Butler to pay the costs of the prosecution, a fine ot 1300 and to undergo an Imprisonment of six years and six months In the Eastern penitentiary. For good behavior Steele will get a commutation of one year and a month from this sentence. Steele heard the announcement of his sentence with calmness, watching with eager ness, however, the face of the judge during the latter's remarks leading up to the pronouncing of the sentence. There was no outward manifestation of the former cashier's feeling, but among his friends who followed him from the court room to the United States mar shal's oillce, where he enjoyed a few hours of freedom prior to being Incar cerated In a cell in the state's penal In stitution, there were many expressions of satisfaction. The majority of them had evidently feared that the Judge would regard the case In much the same light as he did that of Gideon W. Marsh, and would decide on a sentence as nearly equal to the latter's 12 yeara as possible. Several west ern senators, Including Wolcott of Col orado, Spooner of Wisconsin and War ren of Wyoming, yesterday urged Sec retary Bliss to remain In the cabinet, but the secretary replied that he would not reconsider his determination, and hoped the president would determine on his successor very soon, as he hoped to be able to retire on Jan. 1. He stated that If the president should be unable to fix upon his successor mean time he might remain a week or so longer, though he was anxious the new year should mark his return to private life.
