Major Pettlt, In command of the United States troops at Manzanlllo and military gov ernor of the city, telegraphed yester day that the Cuban General Ttlos of fers 2,000 armed men to assist the Americana In preserving order, merely asking rations In return. General Wood sent the following reply: "Cer tainly not. The only conditions on which rations are to be given are the complete disarmament and dlsband ment of the Cubans." Some of the Cubans here consider that the United States Is treating Its allies badly In not allowing the Cuban forces to reimi armed. They con tend that the Cuban soldiers, who have been fighting for three years, who speak the language of the country and who know Its conditions, are better fitted for garrison duty than "untrain ed volunteers." The Cuban General Macla Rodriguez virtually voices the sentiment of the Cuban army when he says: "We thank the United States for the assistance It has given us, but the time has now arrived when Cubans should be placed In the highest ofllces and should pre pare to take over the Island on the de parture of the Spanish." Cuban extremists here are jubilant at the reported attitude of the Cuban assembly at Santa Cruz del Sur, where the delegates, while expressing their gratitude to the Americans, practically demand a distinctive Cuban govern ment. The Cuban moderates, on the other hand, regret this stand, think ing It best for the United States au thorities to continue In charge of af fairs for a year at least, so as to set things going and to prevent any com plications with foreign governments. Those who advocate annexation to the United States are extremely anxi ous as to the outcome. A prominent Cuban now employed under our gov ernment, himself a moderate and well able to judge of the feeling In Santiago, says those three parties are well de fined and would probably poll about equally, but that In the event of ex tremists endeavoring to force the Is sue a majority of the moderates would join the annexationists. The foreign consuls are considering the advisability of appealing to the powers to prevent a too hasty recogni tion of the Cuban government. General Wood Is considering the ad visability of granting a hotel license to any responsible applicant who would undertake to establish a first class house In Santiago. It Is a singular fact that while many of the cities of Cuba with only a third of Santiago's popula Hon support two or three hotels, this town has none worth speaking of. Two men were shot and two others were robbed by a gang tramps along the tracks of the Penn sylvania railroad, on rhe outskirts of the city. One of the men shot was Daniel Harry, a printer, whose home Is at Danville, Ills., and tlue other was William Cowan, an Iron worker, of Philadelphia. Biiry and Cowan were stealing a Ide on a freight train, and as the train slowed up at the coal shutes n number of tramps ordered each to hold up his hands. Almost before the demand could bo compiled with the tramps be gan firing, Slurry was shot In the breast and Cowan In the side. ISnth men were taken to St. Francis Hosnltal. The bullet was extracted from Barry's breast. Both men aro expected to re cover. The object of the holdup was robbery. Cowan's pockets were rilled, hut the tramps secured nothing, as Cowan had no money on his person. Barry had some bills In his back pocket, which the tramps failed to secure. The two other men held up were Poles, and the tramps took from them all the money they had, small amount. Yesterday's meeting of the peace commissioners lasted one hour and llvo minutes. Both the Spanish and American commissioners were more reticent after this session than ever before. The Americans fully appreciate not only their own serious responsibilities, but also the delicate position of their Spanish colleagues, to the burden of whose duties here Is now added the critical political situation at Madrid, which may compel the presi dent of the Spanish commission (who Is also president of tho Spanish senate), Senor Montero Itlos, to leave Paris. The Madrid correspondent of The Temps, In confirming the report that Premier Sagnsta and the queen regent have prevailed upon the minister of war, G-eneral Correo, to Indefinitely postpone his resignation, pending the conclusion of the peace negotiations, says that they represented to the gen eral that his withdrawal might entail not only the fall of the cabinet, but cause tho resignation of certain mem bers of the Spanish commission, Includ ing Senor Montero Itlos, and thereby gravely compromise the Issue of tho peace negotiations. The correspondent of The Temps adds: "The net result Is that an open crisis seems to have been avoided until the conclusion of the treaty of peace. In any case this has done away with the necessity for an Interim govern ment, which was lately suggested as likely to be the only solution of the present difficulties." As the peace negotiations are now Hearing the decision of the Philippine question, the Americans feel that no stage of the proceedings has so de manded their considerate treatment. It may not be stated with certainty that the Cuban question has received its last consideration by the Ameri cans, nor that the Spaniards have ac cepted as ultimate the United States' refusal to assume any portion of the Cuban debt. . At yesterday's sitting tho Spanish peace commissioners presented a new counter memorandum declaring their readiness provisionally to accept an article of a preliminary treaty stipu lating that "Spain shall relinquish all rights to sovereignty In Cuba without formulating any other claim," and to leave In suspense all remaining ques tions, especially the Philippines. The Americans asked time until today to reply to this now memorandum. This Is regarded as n favorable sign, being a slight relaxation of the rigid ity the Americans have hitherto shown. They are perhaps aware that the Cu ban and even the Spanish bondholders are becoming alarmed at the -strange turn of the financial side of the dis cussion, In which Spain, the United States and Cuba, with extraordinary unanimity and carelessness, all repudi ate the Cuban debt. Nobody will bo able to force Spain to accept the debt, for, apart from bankruptcy, she could only meet the liability at the expense of her foreign bondholders, who, by a strange an omaly, would thus have to pay for the Independence of Cuba. It Is not likely that either the United States or any other power can or will force Spain to ruin herself by meeting the Cuban debt, and It will then either be a total loss for Kurope or be paid hy the Span ish bondholders.
