The fiercest street battle ever witnessed In Texarkana occurred yesterday after noon. Five men were engaged In the desperate light, one of whom was killed outright, another mortally wounded, and a third seriously Injured, while tho other two are In hiding and the extent of their wounds Is not known. The conduct of the Spanish divers who are investgatlng the wreck of the Maine is a mystery. Thus far they have not been down five hours In the aggregate, and they show no disposi tion to make a thorough Inquiry. It Is Impossible to learn the truth fully re garding the purpose of the Spanish court of Inquiry, but It Is generally be lieved that the divers were sent down tor form's sake only, and that a report will be made In accordance with In structions from Madrid. It may be that the Spanish divers have discov ered that the whole port side of the Maine forward Is gone and. having so reported, further examination Is deem ed unnecessary. It Is probaWo that botlr the bill for the relief of the survivors and the victims of the Maine disaster and the senate bill creating two additional regiments of artillery with which to man the coast defenses I will pass the house this week. The former bill was held up until It could be Investigated, as It was said that the Bpeclal bill for the relief of the ur vlvois and victims of the Samoan wreck In 1SSS led to some scandal. That bill was loosely drawn, and It has been asserted some advantage of Its pro visions were taken. The present bill, has been carefully drawn, and is ono satisfactory to Mr. Cannon, chairman of the committee on appropriations. Fractically nil opposition to the ar tillery bill has not disappeared In the house. The leaders were. It Is said, in favor of delaying action upon It to allay public alarm, which might have been Intensified had It been rushed through the house as It was through the senate. Beyond action on these two measures the house program this week, so far ns Is now anticipates! Is entirely peaceful and has no reference to possible foreign complications. The senate will begin the week with the construction of the bill making ap propriations for tho District of Colum bia, and when this Is completed tnko up the conference report on the legislative, executive and judicial appropriation bill. It Is considered quite probable that the District bill will consume two or three days, or even more.
