Senor Antonio Govln, co lonial secretary of the Interior, did not take part In the deliberations, but sent his assent to the resolutions adopted. It was resolved to onen negotiations with the Insurgents, In the belief that the revolution could not be suppressed by force of arms. Anticipating that the insurgents would, not accept the now terms It wns resolved that the colonial government would open negotiations, thus saving the Madrid government from tho responsibility. The following propositions will be formally tendered to the Insurgents: First The volunteers will be dis solved and a Cuban mllltla formed. Second The Insurgent colonels and generals will be recognized. Third Cuba will be called upon to pay only $1,000,000 out of the G,000,000, 000 Indebtedness due for both wars. Fourth Cuba will pay $2,000,000 a year for the crown list. Fifth Cuba will make her own treat ies without Interference by the Madrid government. Sixth Spanish products will have only a 10 per cent margin of protection over similar products from other coun tries. Seventh No exiles or deportations will be made, even In war time, to Spain, Africa or to penal settlements elsewhere. Eighth Death sentences for rebellion Bhall be abolished. Ninth Martial law cannot bo ordered by the captain general without the as sent of both tho house and senate If those bodies aro In Besslon, or without the assent of a majority of the cabi net If they are not In session. Tenth The archbishop of Santiago de Cuba shall always be an active Cuban. Eleventh The actual Insurgent party shall have three seats In the first cab inet. The author ity cited for its authenticity Is "a Cu ban of tho hlchest stnndlne In tho councils of his party," who receives his Information "from headquarters In New York." The story proceeds to say: "The let ter was not stolen from the United States malls, but was secured by nn agent of the Cuban Junta In tho post olllce at Ilnvann. Don Jose Canelajas, to vhom the letter was addressed, nev er saw tho original. He did not know until eight days after the letter reachrd Havnna that such a letter from Spain's representative In Washington had been written him. "De Lome wrote the letter In his pri vate residence In Washington Instead of at the Spanish legation. The paper, however, was marked with the olllolnl type and rend in the corner, "Legation de Espann." The same Inscription wan upon the lefthand upper corner of the envelope, "Senor De Lome did not mall the let ter from his house. In fact, he had not quite completed It upon the morning It was written, and carried It to the lega-; tlon, where It was first seen and no ticed by a person who Is In the employ of the embassy, acting In a sub-oftlclal capacity. The letter lay upon the desk of the minister In his Innner ofllce, the outer ofllce being his place of reception to' visitors. During an nbsence of half an hour from the inner ollice of Dp Lome the elerk In question saw the open letter and read some of It. "The next day this same person sent word to his Cuban associates In Wash ington to the effect that he had ,'ieen a letter from Do Lome to Canelajas in which President McKInley wns villlfled and autonomy called a scheme. Sev eral of tho Cuban leaders got together and asked the employe of the embassy to secure the letter. They did not be lieve implicitly in his story, nlthough he urged them to come Into public print and make charges against De Lome. Because they did not have the letter In their possession the leaders refused to say anything about It. The employe of the legation was urged to use all means In his power to secure the letter, al though It was considered probable that tho letter was already In the malls when the Cubans at the Hotel Italelgh were Informed of Its existence. "The clerk In the employ of Minister De Lome saw no more of tho letter. His memory written abstracts were for warded to New York, and it was quick ly agreed that could possession of tho letter be obtained and his statements proven to be true the letter would be of Incalculable value to the Cuban cause as substantiating what Cuban leaders had maintained regarding au tonomy and tho general Spanish policy, in official circles, toward this country and Its officers. Immediately words of warning and urglngs to be on the alert were sent to every Cuban who might bo In a position to obtain track of or Intercept the much sought for missive. "The letter reached Havana five days after Its postmark In Washington. An agent of the Cuban party, who Is an employe of the Spanish postoftlce, knew that tho letter was on its wav, and when It came Into his hands It was car ried from the postofllce nnd a copy was made of It. Word to this effect was sent to the Cuban leader In Jackson ville, Fla who at once asked the secret Cuban Junta In Havana to secure the original letter that a copy was not what was desired. The Havana post office clerk was not willing to do this at first, but afterward consented. The original was taken, several blank sheets were substituted In place of the paper upon which De Lome had written, and the letter finally postmarked In the Havana ollice and sent In Its routine way. Eight days from Its arrival in the Havana ollice the sealed envelope, properly addressed to Senor Canelajas, was delivered at the Hotel Inglaterra. Senor Canelajas did not regard the mat ter seriously at the time, although the hotel boy who brought him the letter and the postofflce employe who had last charge of It were arrested. So, also, was the hotel employe who went sev eral times dally to the postolllce for the mall's. All three were discharged after the examination. "Senor Canelajas communicated al most Immediately with Minister De Lome, and for several weeks letters and cablegrams passed between the two, but no trace of the letter could be ob tained. Canelajas shortly thereafter left Havana, going to Madrid. "It Is not explained why the letter was kept by the Cubans for several weeks before It was given out for pub lication. An Informant, other than the person who gave tho foregoing, but who Is on the Inside In Cuban official circles, declares that the delay was occasioned by a desire on the part of the Junta to be assured absolutely that the writing was that ot the Spanish minister, so that he might not have any chance to deny Its authorship, and thus cause a reaction, which would undoubtedly have been the result of the propagation of a fake."
