The payments through principal clearing houses, not withstanding a decrease at New YoiK, owing to less activity In stocks, are 2.G per cent larger than In 1892 and 10.1 per cent larger outside New York. Earnings of all railroads In the united States reporting for December, J43.3G4,- 79, Indicate substantially the same rate of Increase, exceeding last year's bylO.G per cent, and the earnings of 1892 for the same roads by 1.3 per cent. Since 1892 was on tho whole the most pros perous year thus far, comparisons In dicate, notwithstanding the lowest prices ever known, that the volume of business Is larger, and, in spite of Bome cutttlng of rates, the earnings of rail roads are larger than In the best year of past history. The wheat market has been curiously languid, yielding a quarter of a cent, although Atlantic exports amount to 6,056,788 bushels for the two weeks of January, against 3,986,317 last year, and Pacific exports for the week have been 1,979,676 bushels. Western receipts con tinue so heavy that, with tho greatest accumulation of wheat at Chicago ever known, there is little encouragement for speculation, und receipts were 5,727, 250 bushels for tho two weeks, against 3,098,668 bushels last year. The Homo corre spondent of The Dally Chronicle, In a startling statement this morning, quotes largely from an article In Clvllta Catto llca, which, he declares. Is directly In spired by the Vatlcnn and the pope, ud vocallng as tho solution of the eternal question -between the Vatican and thr qulrlnal the establishment of an Italian republic. The nrticle, which Is based on the pope's Christmas allocution, de clares that the thing which stands op posed to papal Independence Is not Italian unity, but "the special and con crete form wherein that unity is at present maintained, with results much more dlsasttous to the state than to the Holy See." It proceeds to assert that the coexistenc e of the Vat Iran and the Italian monarchy Is ImposMble, and that one or the other must go. It then suggestB the constitutions and cities of Switzerland and America as examples of "admirable and glorious constitu tions, true unities of nation and Btate, though differing from that of Italy, which has produced nothing but weak ness, misery and starvation." The article concludes: "Without the aid of foreign bayonets the tiue Italy will find for Itself Its own way and will rise again, let us hope, from the Ignominy In which it now lies prostrate to true greatness." The Dally Chronicle's correspondent asserts that this Is "an Intentional revelation to the outer world of the policy actuating the Inner mind of Cardinal Ramiiolla, papal secretary of state. Probably there would be no truth In the supposition that either Cardinal Rampolla or the pope has any Idea of even a temporary alliance with the republican party, but yet they be lieve that, while peace with the king Is Impossible, It might be possible with a republic. The reason for 'the appear ance of this astounding pronouncement at the present moment Is the belief that not only the ministry, but the dynasty Itself Is menaced more seriously than usual."
