In every such case the com missioner should make the most care ful inquiry to ascertain whether or not there was fraud in securing tlio pension. If they represent honest soldiers and were pensioned for the causes covered by the law the fact should be in ado known. One of those referred to by Commissioner Kvaus admits that ho nevor was en titled to a pension and proposes, if ever able to do so, to pay back to the government all he has received.
