TUp report makes a voluminous docu ment, treating every detail of the pro cess of armor making essential to a correct appreciation of the cost of the plant and of the product. It Is also accompanied by elaborate plans for the plant, which have been verified by Ex pert Fritz. The cost of a plant suit able for the making of naval armor at the rate of about 6,000 tons per annum, which Is fully equal to the oapaclty of both of the existing private plants, is set down as about $8,750,000. No recommendation Is made as to the lo- catfijrr of the plant, but the board has .ulated much information as to rlta of various eligible locations ay be had by congress If called fofDy It. Secretary Long will now proceed Im mediately to take the next step neces sary to carry out the wish of congress, namely, Invite proposals by advertise ment for building such a plant as that designed for the use of the govern ment. The same body of rioters set fire to a house at Zizhkow, but the flames were soon quenched. In various other parts of the city and the suburbs windows were smashed and German signboards demolished. It is said that the mob was Incited by arti cles in the Czech newspapers, and by a false report that the German students had organized an attack upon the Czech national theater. At a late hour threatening crowds made repeated rushes and attempts to storm the German newspaper offices, but by 11 o'clock the town was quiet, and the troops were withdrawn, ex cept patrols at threatened points. In Smlchow, the southeast Buburb of Prague, and a thickly populated In dustrial quarter, at a late hour In the evening a riotous mob attacked and plundered the German national school. The rioters flred shotH at the police de tachment which arrived on the scene to disperse them, whereupon the com manding officer, acting with great promptitude, drew his revolver and flred at one of the ringleaders, the bul let piercing his arm. He then arrested the man, and the result of this ener getic action was the dispersal of the mob without much further difficulty. The German gymnasium, In the tenter of the city, was plundered by a mob, which was finally dispersed by a com bined charge of soldiers and police. As a result of the riots and disorders the authorities have proclaimed the city under martial law. The chief ot police, who Is a Czech, was discovered encouraging rioters, and haB been sus pended ftom office. it Is now known that the number of Injured Germans reaches 300. They are being cared for at the various hospitals The disturbances yesterday amounted almost to a rebellion. Thousands of Czech miners streamed into Prague last night from the surrounding villages to assist the rioters. During the night the palace was boarded up, but the rioters soon re moved the planks and threw large stones through the luxuriously furnish ed rooms, smashing valuable objects of art and costly furniture. Damage to the amount of many thousands of florins has been done to German Arms, clubs and other tnstl tutlons having German proprietors or patrons.
