Ex-State Au ditor Eugene Moore, found guilty on Monday of embezzling $23,000 state funds, wo a yebtcrday sentenced to eight years in the penitentiary. The sentence was a surprise and a crush ing blow to the prisoner, who had ex pected notMns but nominal punish ment, and the scene In the court room was as affectlnc as It was dramatic. Moore, with his wife standing by his side, pleaded with the court for mercy, making a long and somewhat rambling statement. At Its conclusion he sank In his chair, sobbing bitterly, his wife trying vainly to comfort him. Judge Cornish, visibly affected, spoke slowly of the crime committed and of the entire absence of extenuating cir cumstances. He said he believed no less than ten years In the penitentiary would satisfy outraged justice. As he paused Mrs. Moore threw her arms about her husband's neck and shouted, "Oh, please, judge, have mercy on him; have mercy." Judge Cornish then said: "On account of your devoted wife and your loving children I will reduce the sentence by two years. Therefore, the sentence of the court Is that you shall be confined In the penitentiary for the term of eight years at hard labor, pay the costs of prosecution, and be fined In the sum of $40,810.10." A report that Is probably the only one of the kind made In this country was completed yesterday by the committee on statistics of tho Charity Organlzatlnn society. The re port consists of a careful analysis of the records of Bu families from tho time they applied for aid In 1890 until Sept. 1 of this year. In referring to the repetition of applications for relief the report says: "There Is a disclosure of chronic pauperism. This pauperism exists to a large degree because of the Incapacity of men and women to support them selves. Their condition Is due, Investi gation shows, to a lack of mental and moral development." Of the persons who applied for aid the largest number were married men and women. Widows with children came next. Of the BOO applicants 170 were Irish and 132 were natives of the Uni ted States. Many of the latter were persons who had lived In this city less than a year. The list Includes 122 men of good character and 231 women of good character. Johns ton, of Ashmoro avenue, was burned to death yesterday afternoon. Mrs. Johns ton's dress caught fire from a hot coal while she was raking the kitchen fire.
