According to advices from Fort LooUhart the tribesmen hav ing occupied Uargal nidge, which com manded Chagru, on the Samaria range. General Sir Yeatman Biggs sent the Sec ond division yesterday to dislodge them. The position was a very strong one, on the summit of a precipitous hill, readi ed only by a single path, along which the attacking force, consisting or tne Gurkha reislment and, the Dorsetshire regiment, was obliged to ollmb in In dian .file, three batteries meanwhile shelling the Sangars. The Ilrltish suffered a temporary check when they reached the open space and were exposed to an accurate fire. After a prolonged artillery nre the Gurkhas were reinforced by the Gordon Highlanders. Then followed a magnificent rush across tne open apae In the teeth of a murderous fusil lade. The enemy stood their ground till the British reached the rocks be low, down which the tribesmen could not see to fire, and then they fled pell mell. The losses of the Gurkhas and the Gordon Highlanders were severe. According to later advices General Blflfss' division advanced at daybreak by way of Chagru-Kotal, with Briga dier General Kempster s brigade lead ing. It was nearly 10 o'clock when the enemy began a long range fire. The three mountain batteries, 'massed on Chagru-Kotal, replied, while the Gor don Highlanders pushed througn to support the first line, firing volleys at long range. The tribesmen reserved uieir lire nil the Gurghas reached the zigzag path under the perpendicular cliff, where Major Jennings Bromley was killed on .Monday In the fighting between the Biggs brlgnde and the Jnsurgent tribes men irom LJiaeru, uii iim ouniuiia range. The British companies crossed the zone of fire at a rush, sustaining heavy losses, while the remainder deployed to the left to intercept a flank attack threatened by some 7,000 of the enemy from that direction. The Dorsetshire regiment attempted to support three companies of Gurkhas, but was kept back by the enemy, who remained cool and reserved their fire until the Brit ish were well exposed. At 12:30 p. m. matters looked serious, as the British gun fire, though aided by a mountain battery from Fort Gulistan, had failed to dislodge the enemy. General Kempster thereupon went for ward in person, moving up the Gordon Highlanders and the Third Sikh regi ment Into., the fighting line. A sys tematic assault was then organized, and 2,000 men with fixed bayonets stood waiting for the order to advance. Three minutes before the word of command was given General Kempster heliographed back Instructions to the battery to concentrate their fire. The 18 pieces of artillery responded, and, under cover of this fire, the leading company of the Highlanders, amid perfect silence, rushed Into the flro zone. Half the men dropped, but the re mainder pushed gallantly on till they reached the cover where the Gurghoa lay. The rest of the force streamed after them, and the tribesmen, seeing that most of the troops had passed the fire zone, fled up the hill and col lected under cover of the cliffs. The Highlanders and mixed regiments, after pausing a moment to take breath, again advanced to the assault, and 20 minutes later the position was won. The ridge was stormed at 3 o'clock. From noon until that hour the tribes men, sheltered in the Sangars, stood a heavy bombardment, beating their drums, waving their standards, shout Ing defiance and maintaining a hot flro on the advancing Infantry. General Sir Yeatman Biggs will con tlnue the advance, so as to hold the hills and then push on to Kharappa, where he will be Joined by Sir William Lockhart. xiunninK sores, indolent ulcorg and similar troubles, even tlioueh of many year's stand' ing, may be etirod by using DeWltt's Wictli Hazel Salve.' Til Ilrltish Premier Declares -fruit , the Government Is Unable to Open I Tllenl nt Present Germany Will Not Ifdreo f Tnrirr Wsr, London, Oct. 21. Lord Salisbury last night sent to Ambassador Hay the reply of the British government to the pro posals of the American bimetallic spe cial commission headed by Senator Woleott. It Is a diplomatically worded not. Ills lordship says' that the gov ernment of Great Britain Is not able to reopen the India mints at present. He regrets the inability to accede to the proposals of the Amerloan commission- era, Great Britain having as great an Interest as the United States and France in securing a stable par ex change for gold and sltver and an en larged use of silver. In these circumstances, contiues Lord Salisbury, tho Brillsh government dues not see the desirability of an Interna tional monetaiy conference, but will be pleased to consider any other practi cal suggestions from the United States. Lord Salisbury encloses with the note a copy of the statement of Sir James AVestland, head of the financial depart ment of India, which was under discus sion at the meeting of the cabinet council last Saturday and which takes strong grounds against the reopening of the India mints. Ambassador Andrew white came from Berlin last Saturday. He has avoided publicity, but has had several confereyjes with Senator Woleott. In the course of an Interview with the correspondent of the Associated Press Mr. White said that Germany's action as to bimetallism will depend upon Kngiand's. Discussing the possibility of a tariff w'ar, Mr. White said: 'I do not believe that Germany will Inaugurate a tariff war with the Unite! States, The German press and many German statesmen have been very bit ter against the Dlngley law, but 1 think they are now beginning to realise that an Increased prosperity will enable the United States to buy as much as under the lower tariff."
