Thoy are the favorite mediums, thoy go everywhere, over-lapping the local weeklies and giving prompt returns. This is a good time to uso them for special advertising of the bargain sales to bring in the nimble pennies. The harvosts are ripe and abundant, monov will circulate freely and you have something which you ought to sell now. There is no better medium than the HKItALD for this purpose, nine Inspection. The prime object in creating the office of mine Inspector was to secure the greatest possible degreo of safety for mine workers and protection for the property of the mine owner. To make It possible to secure these desirable ends rational mine laws must be enacted, and the appoint ment to the office of mino inspector must be given to a conscientious and thoroughly competent man. There was a time when many mine owners strenuously opposed the passage of laws for the protection of the health and lives of the miners Their opposition was not due to a lack of sympathy for the miners, but they feared that inconsiderate law would be enacted, and the result would be Increased cost to the mine owner, and no appreciable benefit to the miner. Prnctioal experience witli carefully prepared mine laws in Penn sylvania proved that the conditions under which the miner worked could bo vastly improved, and at the same time a greater degree of safety could bo secured for the property of the operator. Other states followed Pennsylvania's example and enacted mine laws and provided for the in spection of the mines by state offi cials. The National Government did the same for the territories. Natur ally Pennsylvania, with hergreat coal interests and greater mining experi ence, provided the most compj-fMion-sive laws. Some of the qWier states have enacted Ja'.r "tlmt approach very"eJoseTy"thoso of Pennsylvania in thoroughness and efficiency, and fol lowed Pennsylvania's example in pro viding for the appointment of mine inspectors by competitive examina tions. Many of the states, however, have placed the appointment of the mine inspectors in the hands of the Gov ernor. The territorial mine inspectors are appointed by the President of the United States. When the appoint ment is made solely as a reward for partisan political sorvices, the result is an incompetent mine inspector, and the inevitable results of incompetency follow. It is possible for the Governor of a state or the President of the United States to appoint a competent man, but when they do so it is generally an accident. Sometimes a competent man secures the appointment by be ing backed by strong locul iniluences, secured by his popularity and reputa tion as a miner. Such instances, how ever, are rare. As a rule, the ap pointee's fitness for the position lies in his ability to influence a few votes for the dominant party. No greater outrage can be perpe trated on the mining interests of a state or territory than the appoint ment of a politician as mine inspector. It is bad enough to have politicians, ignorant of mining, enuct ourmining liws, without haying a politician to enforce them. A politician, ignorant of the science of mining, in the office of inspector is an Injury to both the miners and operators. He is an in jury to the miners because he does not know enough to bring about such conditions in the minus as will result in making them more healthy and safer. He is an injury to the oper ator because he does not know enough to bring about such conditions as will reduce the liability of accidents. An accident In a coal mine generally means injury or death to the miner, und financial lows to the operator. Therefore both operators and miners are interested in having competent mine inspectors and rational mine laws. national mining laws can be secured if the more intelligent miners and the broad minded operators unite in recommending them. If the miners delegate their part of the work to demagogues, or the operators dele gate theirs to narrow gauge men who cannot appreciate the value of the healthful and safe conditions in the mine, trouble will he experienced. No rational mine law was ever en acted in Pennsylvania till the oper ators and miners met together and suggested such meusures as were fair to both sides, national mine laws will provide for a rational system of selooting the mine inspectors. While attempting to escape from the state prison at Charleetown yesterday Herbert Willis, the young Taunton desperado who was recently sentenced to life Imprison ment for the murder of Fred N. Strange, was fatally Injured and his brother Kdward, who assisted him In his break for liberty, was seriously wounded by the guards. Two of the latter were wounded by the Willis brothers. Kdward Willis, who had gone Into the prison to visit his brother, had contrived to pass a revolver to Herbert, retaining a weapon himself, and with these they tried to overcome the guards. Herbert Willis, who is only 18 years of age, was sentenced to a l(fe term of Imprisonment last February for the murder of Frederick N. Strange sev eral months previous. The murder of Strange was one of a series of high way robberies and other acts of a similar nature which for a time ter rorised southwestern Massachusetts and the adjoining districts of Rhode iBland. Strange was murdered, apparently, for his bicycle. Willis was arrested while at work- In his father's butcher shop, after a violent struggle with the pollre. Subsequent Investigation show ed that Willis had formed a cave, In whlchhe had hidden a large quantity of plunder, which was Identified by persons who had suffered from thievery. his Kx-Convlot Commits Sllloldo. New York, Aug. 11. William W. Mollis, 68 years old, who was released from Sing Sing prson on Aug. 1, had a quarrel with his wife, Margaret, 36 years old, at her home. In Brooklyn yesterday andflred two bullets at her from a pistol. One of the bullets went through her right arm, shattering It, and making a wound In her breast, finally lodging In the wall. Mrs. Morris escaped to the basement. Morris then shot himself twice In the head, dying almost Instantly. Morris was formerly an expert accountant for a New York Jewelry firm, and was sent to prison for seven years for robbing his em ployers. On his release from prison he wanted to live with his wife again, but she refused. The woman will recover. Mrs. Morris Is a daughter of Lord Conyers, of England, and was disin herited after her elopement with Mor ris. Tho Hunt For "Cnp" Ilutflold. Wi.llamson, W. Va Aug. 11. Wild stories are being circulated about the officers who are trying to capture "Cap" Hatfield, the desperado, who es caped last week from jail. Schlatter and Mrs. Ferris first met on Sunday at Urady's Lake, a summer re sort of the Spiritualists, about 25 miles north of this city, Mrs. Ferris became 111 and Schlatter was called to treat her. Serious Hnlnstorm In Washington. Washington, Aug. 11. A severe wind and rain storm visited this city shortly after 8 o'clock last night, and did con siderable damage. Torrents of water poured down, overflowed sewers, made streets running sti earns, and In the business center washed out a 14 Inch wall of a big ofllce building being con structed. For a month or more the people living near Bald Knob have been finding valuable pearls In a lake near that place. Hun dreds of people have been opening mus sel shells In search of the pearls, and some rare gems have been found, some being sold for as much as $300. A syn dicate of Memphis parties has leased the lake for a term of five years for $10,000. They will build a fenoe around the lake and begin work with a steam dredger.
