It is hard to toll which horn of the dilemma drinkers would prefer. Complaints from stockholders have led the Western Itnilroml of Franco to publish some curious facts about free passes given to the press. Passes wore issued in 1898 which, if paid for, would have added to the receipts of thecompany2S2,000francs; to counterbalance this tlie newspapers printed free advertisements for the railroad which would have cost it 1.0.14,000 francs. A fifth wheel to a wagon has long been regarded as a superfluity, but a JK, il rail to a railway track cannot jU ii- be classed with it. Such a rail has been laid, and has been successfully tested in connection with an electric motor by means of which a heavy train has been rapidly propelled at the rate of sixty miles an hour. There are, therefore, no less than three dis tinct and totally divergent agencies intended to favor freight transporta tion and travel, claiming public at tention. The first is theKeely motor, the second the air-ship, and the third this three-rail railway with electric propulsion. "Without pretending to have any knowledge whatever of tho merits of Keely's long talked of motor, of air-ships, or of tho now railway beyond what has just been printed in the newspapers, wo confess. to having most faith in the latter, though both the others may prove to be successes. If Chapman goes to jail thore (seems to be no other alternative than that Havomeyer and Searlos will have to go also, for their oifences are said to bo of tho samo character and of equal gravity, that of refusing to answer questions propounded by a Senate Investigating Committee. In what respect is a Sugar King, or any other American King, inoro rightfully exempt from tho operations of tho law than tho humblest individual of the country ? Thore aro and should be no privileged criminal classes in America. Chapman has, however, announced his determination to sur render to-day and servo out his term of thirty days in prison. The Cuban Question. All eyes are now turned towards President MoKinley. Every one is deeply anxious to learn what will be his course in regard to the protection and support of the suffering Ameri cans in Cuba. He can make a broad name for himself by taking deter mined steps in the matter, and the indications are that he will take advantage of the opportunity, but in order to derive its fullest advantage he will have to move promptly, as well as decisively. And now, as if the bloodtliirstiuess of the Turk wiw not enough for the time, there comes) from Cuba a wail of sorrow, and an appeal to the people of the United Mtates for help which is so pitiful that it would seem im possible to resist it. The sufferings of the paoiilcos an 1 of the Americans also, who have been driven from their farms into thetowns by the butcher AVeyler, are mid to al most Iwtlle description. The blood of every rightiuinded man and woniair fairly bolls while reading the devilish proceedings of Weyler against thee unoffending people. Cruelties have been carried on by the tyrant to such an extent as to ab solve till Christian people from re sponsibility If, iu the exercise of tlie coiuinoiUMit feeliiiifsof humanity they insist upon interposing between the brhte ami his victims, and impera tively insist upon fair treatment for them. siiiiohv ItriMeliHlllntx Arretted. THE WEEK IN CONGRESS. rulmn AtTHlrs Will Probably Consume tho T.nwmnkers' Time. Washington, May 17. The proeeed ngs In the senate this week are by no means settled. All will depend upon the course the Cuban question may take. Senator Morgan's Joint resolu tion occupies tho favored plnoe on the lalendar, and there Is little doubt that It will be taken up at the appointed lour today. Still there Is a slight pos sibility that the expected message of the president may cause a postpone ment, and that the character of his recommendations may have a bearing that will Influence the tenor Of tho resolution that ultimately will b adop ted. The Alabama senator will not stand In the way of aotlon In accord ance with such a recommendation as the president may make upon this subject, but he will Insist that It shall be Independent of and that It shall In no wise Interfere with his resolution providing for recognition of Cuban bel ligerency. The house leaders have not yet de cided upon the methods by which they will make their response to the presi dent's message, which will be sent to congress todav or tomorrow, asking for relief for the starving Americans In Cuba. That the response Will bo quick and complete, however, there Is no reason to doubt. In the present condition of affairs In the house three methods of proceedure are open. Ordi narily the message would go to the committee on foreign affairs for con sideration, and that committee would report a bill which would come back to the house for action through the regular channels. The speaker could In the present emergency simply ap point this committee and lot the whole subject take the regular course. But It Is hardly likely that this will be done. The subject Is so well understood that It probably will be thought that the members, with the messaje and the accompanying documents which the president will transmit before them, can net Intelligently without a com mltteo report.
