"All the News That's Fit to Print," Evening Herald SATl'KDAV, MAY 1. 1887. THR IK VEST1CIATI0M. -The leulslatlvo committee appointed to make inquiry inlo the conditions that pre vail in the anthracite coal fields, practically cloned its work, se far AS the taking of testi mony i concerned, in this part of the region. Tin' -I'sMoii held at Pottaville yesterday Were tlu' niittt important in many rcpecUof any that hint preceded them. The IIkrai.u, which is nothing if not enterprising anil itlwiiys up to date in furnishing Its thousands of readers with the news when it Is sews, nnticiputrd the Importance or yesterday's sessions of the committee, from the fact that the gcner.il manager and other high officiate of the r. & It. C. A I. Co., together with thine connected with other coal companies, hii 1 been subpoenaed to appear before the si .ill- solium, ami dispatched one of lit stall' to the county neat with instructions to report the proceedings verbatim. The result was the Hkiiamj appealed nimn the streets last evening with the only stenographic report of the proceedings, lead in;; ull other publications in this respect; in f.ict, our report surpassed even that of our PotKville contemporaries having the advant ages of location. In contrast to tho enter prise of the Muuilo, which was fieely com mented upon last night, might le noted that a local contemporary did not know there was an investigation, a it failed even to make mention of the fact. The Mi:Ua1.I is truly leiding some df Its eoutcuiporarles :i "kill- ni;" race, especially the "amateur" jour nalist-,. -I'lu- committee will v'slt Wilkebarro n t iu ik, and the following w-ek Will ex amine u itnesces at Scrauton, mill close their iim-digaMuM. They will then prepare and submit their report to the Legislature on M.ty ltKh. What the nature of that leport w ill be, or what lcmedy they will suggest to ri huve the dcpiCBsioii that exist ut present, is merely problematical. The members oi the committee have apparently made an In. nest ctfort to gain all the. information pi, siblc bearing upon tho subject under in vistig.ttion. Alter bearing tho testimony ol the miuo workers, they finally extended th ir inquiry and called bofore them the oiln i ils of the coal companies mid secured iulurimitioli not obtainable from their employes. Wo still hold to tho opinion expressed a! the time the committee was appointed, that little, if anything, would bo developed by this junketing trip that was. not already known to all oliservlng ptoplo in tho coal regions, and especially tho representatives from this county in tho halls of tho I.egisia , -A'tiore elected and paid well for pro m g the interests of their constituents, groat majority of whom are mine milkers. That there is an unusual degree of privation and sutTeriug among the labor ing classes, and that the great army of men employed in and about the mines havo had work only a few days iu the week; that their ii come ii necessarily small, that the majority of them havo ely earned sutlicient to procure tho nii'cssarie.s of life all this tho committee has learned after an expensive and uncalled for inquiry into a condition that needed not a legislative probe to make it public. The members of the committee aro not responsible for their appointment, and tboy aro no doubt boniotiu their endeavor to Improve the present conditions, but what can they do, other than record what is already known V II the committee can dovise some means whereby the men of the coal regions can he given loiijer days of work and more of them, they will have accomplished that which will entitle them to the lasting grutltudo of the miners and those depending upon them. Hut (an the committee do this? -The consensus of opinion among those well in formed on the question, and which is bin ne out by the evidence submitted to the committee, is that the great evil can be found in the excess of labor too many look lug for tlie oue job coupled with the poor doiuaud for anthracite coal. One hundred iin u cannot prosper when there Is only suf ficient work for fifty. This view of tho iii'slion brings forth the advisability of more stiintieiit immigration laws, and the com niit'ee iu its report will very likely lay great st ress on this feature, and rccoiinueud that t'oiiKress be appealed to to at omie adopt measures to prohibit tho great influx to our shores. It will be rememlieretl that when the committee visited Shenandoah and Mahanoy ity the employes of the leading coal com pany in this region were plied with questions as to their knowledge of tbe cost of plat ing a ton of coal on tbe cars at the breaker. These questions wen propounded by the repreen tame from' this district, with tbe evident in tention of creating the impression that the vMtuesses dare not furnish tbe information, ami that tbe bead official of the oouipauy w oalil not enlighten tbe members uf the com mittee on tbe subject. Naturally the em ployts refused to divulge what knowledge they possessed on the subject, referring the ins est igator to tho higher officials of the company, The examination of the witnesses yester day entirely dispelled this false impres sion, and tbe answers bearing upon the cost of mining coal were glvea without reserva tion on tbi part of those official who were in a position to furnish accurate information. The testimony of U. C. Luther, general super intendent of the J. U. C. & I. Co., wo full and complete, and he made no effort to con ci ul anything from tbe oowuiilteo having a Inuring upon the subject uuder investiga tion. Hi- aniviis were eapliclt a to the actual cost of a ten of coal, tbe system of mlu niKund gem lal st itisthsjof thin Important in .iiisiry. Hi testimony really left uotbiug molt lo In- said on the subject of production, ami disproved the impression created by i eitain persons that order were issued by the nffldlrtlf to thatf ttlbofdlnatel M wlUfbold this Information. The testlmouy of yesterday, while the moat important yet elicited, only confirms wlint the 1Ikbm.ii has previously said on this subject. The limited demand for the pro duct of the mine ucccssitate restriction, canting many Idle days and uitH'h want and suffering. All this was well known, and needed lint tho present junketing tiip to bring it to the attention of the Legl daturc. Let the latter now apply the remedy, if it cun. and Mint as early as possible. Dun & Coa weekly review of trade tays: In spite of moderate Improvement In most of the great industries business Is disap pointing. Expectation of the speedy end of the war In Europe through Turkish victory have helped to de press grain. Demands of Austria and China have caused exports of $6,500, 000 frold, merchandise Imports are greatly Increased and flnll action of congress on the revehue question seems more remote. The exports of gold would not have much Influence If there weTe not an ex traordinary Increase In merchandise Imports and some decrease In exports from New York, large for the last week and 5 per cent for April. Im ports have Increased about 60 per cent over last year for the week, and (or four wedks have been 30 per cent greater. At Boston Imports of wool have been extraordinary, and at Phil adelphia they have amounted for tho month to $1,278,000. The thought that this abnormal Increase may continue as long an action on the revenue bill Is deferred tends to affect exchange, but the main Influence at present Is the exceptional demand for reconstuc tion of the Attstrlnn monetary sys tem and for Japan, Rradstreets' review says: The more conspicuous features of trade are less satisfactory, Including moderate re actions In prices of staples, a falling off In the volume of transactions In various lines, continued slow collec tions and less favorable conditions In the Iron, steel, cotton and some other Industries. There Is less demand for staple varieties of Iron and steel, mak ers reporting trouble In securing spec ifications for contracts on hand. The outlook Is for the shutting down of some furnaces In the Pittsburg dis trict. The three months' restriction of output In cotton goods hrtB ended, nnd .mills will now run on full time. There were 214 buslneea failures throughout the Unl States this week, compared with 216 last week, 254 In the week one year ago, 206 In 1895, 179 in 1804 and 248 In the last week of April, 1893. There arc 31 failures reported In Canada this week. It should bo made a matter of publi: knowlcilgo that DoWitt's Witch Hazlo Salve will spcctiily cure piles of the longest stand ing.
