The flood situa tion in the Mississippi delta above Greenville is decidedly Improved. Tho half dozen crevasses on the Arkansas and Mississippi shores, between Helaim and Greenville, have drawn an im mense volume of water out of the main channel, which 4s spreading over the lowlands, but not rapidly enough to But off the escape of the Inhabitants of the low counties). Tbe president yesterday sent to the senate the fill lowing nominations: Andrew D. White of New York, ambassador to Germany: William Draper of Massachusetts, nm bnasador to Italy; Chandler Hale of Maine, secretary of embassy at Hume; Samuel I.. Oarccy of Massachusetts, consul at Fuchau, China; Anson B. Johnson of Colorado, consul at Amoy, China; Benjamin Butterworth of Ohio, commissioner of patents; Oliver L. Spauldlng of Michigan, assistant sec retary of the treasury; William ,B. Howell of New Jersey, assistant secre tary of the treasury. Colonel Fred Grant, of New Tork, the eldest son of President Qrant, was yesterday tendered the position of as sistant secretary of war by President McKlnley, and has "the question of his acceptance under advisement. Colonel Grant was summoned to Washington by Mr. McKlnley for the express pur pose of allowing the president In person to make the tender. It was entirely unsolicited by Colonel Grant, and came In the nature of a surprise to him. Colonel Grant at first was disposed to decline the honor, explaining that he was comfortably situated In New Tork as police commissioner, and he was In clined to think that a transfer of his residence here would Involve too much. At the request of botli the president and Secretary Alger he decided to withhold his final decision for a day or two, and then left to visit his mother, who resides In this city. The congressional contingent at the White House yesterday was unusually large. One of the things developed by the visit of a delegation was that Pres ident McKlnley has practically decided to appoint Dr. W. W. Thomas, of Maine, minister to Norway and Sweden. Dr. Thomas was minister to the Swed ish court under the administration of President Harrison. Ex-Congressman John M. Farquhar, of Buffalo, after seeing the president, announced confi dently that he would be the next com missioner of navigation. Andrew D. White was born In New Tork In 1832, and was educated at Yale college and the University of Berlin, Germany. He was professor of his tory and English literature at the Uni versity of Michigan from 1(67 to 1862. He was onoe a member of the state senate" In New Tork, and In 1871 was one of the comlssloners to San Do mingo. He has been minister to Rus sia and Germany, and was one of the members of the Venezuelan arbitration commission. The appointment ot Mr. White Is known to be most satisfactory to Germany, as he made an exceedingly flattering Impression when he was for merly minister at that court. He is one of the scholarly men of public life. General Draper has had a successful career as a soldier, statesman and man of business. He Is a native of the old bay state, and as a beardless youth ot 19 entered the army and served throughout the war of the Union, being promoted successively from the rank of second lieutenant to that of brigadier general. After the war he engaged In the manufacture of cotton machinery, and amassed a fortune. He took much Interest In politics as early as 187G, when he was q, delegate to the Cincin nati convention. Although a candidate for the gubernatorial nomination in 1888, he never held public offlce until elected to the Fifty-third congress. His work In both that and the .subsequent congress has been valuable. Oliver I,. Spauldlng had an excellent record as a soldier during the civil war. After the war he seryed twq terms as secretary of the state of Mich igan. one term as representative in congress and several years as special agent of the treasury department, and later was a member of the commission which investigated the sugar trade with the Sandwich Islands, In 1890 General Spauldlng was appointed as sistant secretary of the treasury. He Is about C4 years of age, William Barberle Howell was born In Now Jersey In 1805. In 1882 Mr. Howell was appointed by Secretary Folger to a messenger's position in the treasury department, and was subsequently ap pointed to a J900 clerkship in the In ternal revenue bureau. He was pro moted through the several grades In the departmental service, and In Octo ber, 1891, was appointed a special em ploye In the customs service. During his service In the department he at tended the Columbian law school of Washington, and was admitted to the bar In 1891. He haB been for ten years tho confidential assistant to the assist ant secretaries In charge of customs. Benjamin Butterworth, the new corn rnlssloner of patents, Is widely known throughout the country. He began his congressional career as member of con gress from Ohio in 1878, and served un til the end of the Fifty-first congress. In 1883 he waB appointed commissioner of patents by President Arthur, and served until he resigned to take his seat in the Fortyynlnth congress. At the close of the Fifty-first congress both Democrats and Republicans urged him to accept a renomlnatlon, but he declined for business reasons, and ac cepted the position of solicitor general and secretary of the World's Colum bian exposition, and went to IDurope as the president of the commission to in terest foreign governments. It is be lieved that a new department of Indus try and commerce will be created, and that he accepted the eommlsslonershlp to promote that object.
