Key West, Fla., March 1. General Julio Sangullly has arrived from Ha vana by the steamship Mascotte. He was at first indisposed to say anything; further than what would express his everlasting gratitude to Consul Gen eral Fltzhugh Lee, whom he described as a truly noble American, and a man who should long ago have been in Cuba. "Had he been there years ago," Qeneral Sangullly exclaimed, "there would have been less shedding ot American blood." He was very much agitated as he expressed his feeling to ward Consul General Lee. Asked how he was treated during his confinement he begged earnestly not to be compelled to recall his terri ble experience during the last two years. "Why," said he, "I have not been al lowed to read one solitary newspaper except those published on the Island. When I heard of the death ot brave General Maceo It almost made me col lapse, not because I thought the death ot any one man could check the pro gress of the Cuban cause, but because I knew then that the butcher Weyler would not be recalled, as Spain would try to pacify the people by pointing to Maceo's death as a great victory for the government." Senor Morote says that his study of the Cuban cause had convinced him that It was a Just one. The usual Sunday quiet of the Capitol building was disturbed yesterday by a session of the senate, made necessary to pass the appropriation bills. Large crowds fill ed the galleries and overflowed to the oorrldora. The attendance of senators was even greater than that through tho week, the absentees, other than those out of town or sick, numbering only 12, via: Cameron, Davis, Hans- brough, Jones of Nevada, Kenney, Pasco, Piatt, Pritchard, lugh, Smith, Turple, Wetmore and Wilson. The venerable figures of the senate Mor rill, Hoar, Sherman. Morgan and Pal merwere among those present. By a parliamentary fiction the ses sion waa a part of the legislative day beginning Saturday, a recess having betn taken at 2:39. o'clock yesterday moining until 3 p. m. The sundry civil appropriation bill waa under consider ation, a number of Important items in payment of sugar bounties, for rivers and harbors, etc, remaining to be passed upon. A vote on the sugar bounty amendment was taken as Boon as the session opened, and It was agreed to 81 to 12. The amendment appropriates $1,086,16 for the balance of bounties earned from August, 1894, to June, 1896. The river and harbor items were nest considered, most of the committee amendments being agreed to as re ported. The bill carries a total of $51, 000,000, ot which $17,000,000 is for river and harbor contracts. The senate remained in session until 11 O'clock last night, at which hour the sundry civil appropriation bill was pas sed. Several amendments were added, the most Important being one restoring to the public domain the lands recently set apart by President Cleveland as an addition to the forest reservation.
