Irwin was a farmer at Allen's Fresh, an isolated village of Charles coun ty. From childhood Mrs. Irwin had shown a liking for George Matthews, an oyster dredger, and about her own age, who lived near her home. Hor continued inti macy with Matthews after her marriage has been shown by letters which passed between them. On Aug. 2 of last year Irwin was murdered lu his bed, his brains bolng blown out with a shotgun. Mat thews was arrested, broke jail, and after a month's freedom returned and surren dered himself. He was easily convioted, and after tho announcement of tho ver dict withdrew his plea of not guilty and oonfesscd the murder. Cooley, which was appointed lu I8U0 under a resolution introduced by Sonator I Vtlas, of Wisconsin, for a preliminary In- 1 qulry as to the practicability of water ways between the ocean and the great , lakos- The conclusions of tho oomiuls- slon follow: It Is entirely feasible to construct such ' canals and develop such channels as will be adequate of any scale of navigation ' that may be desired between the great ( lakes and the seaboard, and to oonduot through the same domestlo and foreign I commerce, and that It will be wise to pro- ' vide for securing a canal of a navigable ' depth of not les than twenty-eight feet j Starting from the heads of Lakes Mloh- lgan and Superior, the most eligible route j Is through the several great lakes and-; their Intermediate oliaiu'els and the pro posed Niagara ship canal (Tonawanda to Oloott) to Lake Ontario. The Canadian seaboard may be reached from Lake On tario by way of the St. Lawrence river and the American seaboard may be reaohed from Lake Ontario by way of the St. Lawrence and Lake Champlaln and lie Hudson river, or by way of the Oswe-go-Onelda-Mohawk valley and the Ilud son river. The alternative routes from Lake On tario to the Hudson river require complete surveys and a full development of econ omlo oonslderatlons to determine tholr relative availability. A moderate control ot tho level of Lake Erie and of the Niagara river above Tonawanda may bo ju stilled In connection with tho Niagara ship oannl, the determi nation In this matter to rest on a full ex amluatlon of the physical conditions. Tho policy should oontemplato the ulti mate attainment of tho largest successful capacity, and all works should be planned ou this basis, and tho actual execution should conform thereto, in so far as the works may without prejudice bo progres sively developed with the actual demands ot commorce. It is praoticable to devolop the work lu separate seotions and tho several sections In part by degroes, each step having Its economlo Justification, so that the benefits should follow olosely on expenditures without awaiting the completion of the system as a whole. Herman Cof flnberry, president of the Bank of Garrett and lato treasurer of DeKnlb county, par ticulars of whoso embezzlements and de falcations have heretofore boon published, was arrested yesterday. It was known that Mr. Cofiluborry was vory ill at his homo, and his attonding physician had protested against his arrest by allltlavlt to tho effect that his heart action was such that his arrest and Imprisonment at this time would result disastrously.
