Thcro nro now Ave wards in ench borough nnd two Justices of tlio Poacc elected In each ward, mnklijg twenty Justices in tho twoboroughs. Tho grand Juries of Schuylkill county have called attention to tho great mnuborof trilling cases returned to the court nnd tho great amount of costs thereby imposed upon the county, as well as upon the parties. These reports did not specifically mention Alahanoy City and Shenandoah, but Senator John J. Coylc, who resides nt tho former place, being intcrostcd in tho matter, con sulted Attornoy M. E, Olmsted, of this city, and obtained from him an opinion that un der tho constitution nnd laws nppllcablo to tho caso no single ward in either of tho bor oughs was entitled to elect a Justice, and that only two could lawfully be elected in each borough, nnd they must bo voted for by nil tho wards together and not by or for any singlo ward. Therefore, all of tho twenty acting Justices of tho Peace were il legally In ollico, nnd there was no legally elected Justice in cither borough. The. fact that tho Governor has taken tho action ho did, is pretty good evidence that their.clectlou is considered regular nnd that tho two boroughs aro entitled to but two Justices.
