THOSE TURBULENT ARMENIANS."
A Telegram from the I'orto to tlio I'owcrs
In Which tho Wily Turks Claim That the
Armenians Aro Itesponslble for AH lte
cvnl Disorders.
Const Antinoplk, Nov. 8. A now Turk
ish ministry 1ms been formed, as follows:
Hnll Illfut Pasha, grand vlzlcr; Said Pa
shn, president of tho council of state1, Tow
flx Piushn, mlnlstorof foreign nllnlrsj Has
san Pasha, minister of marlno; Illza Pa
shn,mlnlstcr of war; Mcnuluh Pnsha.tnln
lstor of tho Interior; AbdurRnlmar Pasha,
minister of justice; Sahrl I'asha, mlulster
of Franco; Arlfl Pasha, minister without
portfolio.
Klamll Pasha, tho retiring grand vlzlcr,
has been appointed vail of Aleppo.
Itlza Pasha was minister of war In tho
lost cabinet; Hassan Pasha was minister
of marlno In tho lato ministry; Hall Itlfat
Pasha Is tho ex-minister of tho Interior,
nnd Towflk Pasha has just comohcre from
Berlin, whero ho was Turkish ambassador
to Germany. Finally, Said Pasha win
mlnlstor of forolgn nffolrs In tho late cabi
net and previously grand vlzlcr.
Hnll Illfat Pasha, the new grand vlzlor
of Turkey, has tho reputation of being an
ablo administrator. Ho has held numer
ous high posts andls aman of broad views,
judged from a Turkish standpoint.
Tho now grand vlzlcr Is oxpectedtohave
a moderating lnuuenco between the Mus
sulmans nnd tho Christians, but U Is not
thought that he will be able to do any
thing of a remarkable nature at tho pres
ent serious junoturo of affairs In tho Turk
ish omplro.
It is Dellovcd that tho changes In the
Turkish ministry are Intended to nppenso
Mahomcdau disaffection, and aro not a
demonstration against Kngland, although
Klamll Pasha, tho outgoing grand vizier,
was tho most pro-English of the pashas.
In nn lntervlow Said Pasha said he
could not claim Unit tho Turkish admin
istration was not snow white, but it was
certainly not as black as It was painted.
Tho ministers, ho said, were working linrd
to enrry out tho scheme of reforms, and
counted upon England's generosity not to
inercaso tho dllllcultlos by encouraging
tho revolutionary Armenians, who, Instead
of being grateful for tho concessions that
had been made, were In open rovolt through
out Asia.
Tho subllmo porta 1ms sent tho follow
ing telegram to tho powers:
"All news concerning plots, threatening
letters nnd a supposed dissatisfaction In
tho ranks of tho army and navy is inten
tionally propagated by well known nows-
pnper correspondents, affiliated with the
Armenian committee, to alarm public
opinion. As for tho often repeated asser
tion of tho Intended extermination of the
Armenians, It Is too absurd to be contra
dicted. Tho efforts of tho Imperial govern
ment, on the contrary, to quell the rovolt
of tho Armenians and to resist their crlm
lnal and bloody agitation.
"The Armenian agitation at Dlarbokir
was on tho point of subsiding when tho
Armenians began again tholr attacks upon
tho Mussulmans by throwing bombs at
tlicin, and by firing at tho muezzins when
tho latter woro calling tho faithful to
prayers. During tho affray fifty Mussul
mans and nlnoty Armenians were killed
and wounded.
"Armenian rioters attacked tho patrols
at Slvrlk, killing a few Mussulmans and
setting flro to tho bazaar. Two hundred
Armenian revolutionists, having at their
head Kovrok, chief of tho parish of Ferus
(Marash), attacked tho village of Tchou
kour Hlssar and killed twclvo Mussttl
mons. Somo of tho ngltators wcro ar
rested, including part of tho Armenian
brigands who captured Hadji Hassan
Oglous Husnl.
"All news published as to tho occur
rence of trouble at Adana, Tarsus and
Merslno, is absolutely without founda
tion." Armenians Ilavo Acted Hastily.
London, Nov. 8. Tho Daily News Con
stantinople correspondent, whoso sympa
thies lean toward tho Armenian side, ad
mits that tho Moslom attacks have aroused
such a spirit of opposition and despair
among tho Armenians that Instead of al
lowing thomselves to be killed quietly, as
at Trebizond nnd Akhlssnr, the Arme
nians thomselves commenced the attack
at Zeltoun, Erzeroum and elsewhere, be
sides making 111 advised nnd mischievous
demonstrations In Constantinople. "It
will tako years," this correspondent con
tinues, "to revive confidence- and trade and
commerce lost through tho present condi
tion of nnnrchy.due to tho deplorable weak
ness and Inaction of tho government."
I The Sultan I.iiohlnjr to Ills Own Safety,
I LiONDON.Nov. 8. The Berlin corresnond-
! ent of Tho Times says of Towflk Pasha,
tho now Turkish minister of foreign af-
fulrs: "Whilo hero Towflk displayed no
qualities fitting him to bo a good forolgn
minister. Ho has won tho sultan's confi
dence by tho timely detection of palaco
nlots, and lio-ls llkoly to be a docile palaco
instrument. It looks, thoreforo, us if tho
sultan woro thinking moro of his own
safety than of tho gravity of tho political
situation."

relieved of all my suffering nnd now I am
perfectly strong, healthy nnd well."
"ilowuid you take tins remedy? Miss

explicitly. Miss Young then told how the

and if 1 caught cold it would always
settle there; the pain I suffered was of
a very exhausting nature; at night I

It burned out Finnegan's saloon on tho

Tho stnlrway being on fire, thoy went to

to tne third floor, which was unoccupied.
After tho flames had been extinguished
a search of tho building was mado and on
the top floor wero found the dead bodies
of tho Kyaus. Their positions showed
plainly how they had struggled for tholr
lives. Johanna and Sarah wero found In

DETROIT, Nov. 8. Tho work of rescuing

of missing decreases about correspondingly
with tho number of dead bodies taken out.
Over thirty dead bodies have now been re
covered nnd identified, but tho number
changes frequently on account of new nnd
ghastly discoveries brought to light In the
ruins. Tho number of dead will approxi

Yosterday's developments demonstrate
conclusively that negligent care of tho
boilers was tho causo of tho disaster. Of
ficial Inspectors nnd competent engineers
examined portions of tho wrecked boilers,
and pronounced tho cause as low water,
causing a superheated condition of the
flues, which was followed by the danger
ous lujectlon of cold water. Engineer
Thompson's carelessness Is strongly con
demned. Tho engineer of Tho Free Press
states that ho had previously warned
Thompson ogalnst leaving his boilers
without having any assistant to watch
them. Somo occupants of tho building
give similar testimony. Thompson In
sists that ho saw both boilers ten minutes
before the explosion, nnd that they con
tained plenty of water and sixty-flvo
pounds pressure of sleam.
Tho portion of tho building still stand

bo out of plumb, wrenched by tho shock
nnd otherwise defective. It will doubtless
be condemned.
