A now Turk ish ministry 1ms been formed, as follows: Hnll Illfut Pasha, grand vlzlcr; Said Pa shn, president of tho council of state1, Tow flx Piushn, mlnlstorof foreign nllnlrsj Has san Pasha, minister of marlno; Illza Pa shn, mlnlstcr of war; Mcnuluh Pnsha.tnln lstor of tho Interior; AbdurRnlmar Pasha, minister of justice; Sahrl I'asha, mlulster of Franco; Arlfl Pasha, minister without portfolio. Klamll Pasha, tho retiring grand vlzlcr, has been appointed vail of Aleppo. Itlza Pasha was minister of war In tho lost cabinet; Hassan Pasha was minister of marlno In tho lato ministry; Hall Itlfat Pasha Is tho ex-minister of tho Interior, nnd Towflk Pasha has just comohcre from Berlin, whero ho was Turkish ambassador to Germany. Finally, Said Pasha win mlnlstor of forolgn nffolrs In tho late cabi net and previously grand vlzlcr. Hnll Illfat Pasha, the new grand vlzlor of Turkey, has tho reputation of being an ablo administrator. Ho has held numer ous high posts andls aman of broad views, judged from a Turkish standpoint. Tho now grand vlzlcr Is oxpectedtohave a moderating lnuuenco between the Mus sulmans nnd tho Christians, but U Is not thought that he will be able to do any thing of a remarkable nature at tho pres ent serious junoturo of affairs In tho Turk ish omplro. It is Dellovcd that tho changes In the Turkish ministry are Intended to nppenso Mahomcdau disaffection, and aro not a demonstration against Kngland, although Klamll Pasha, tho outgoing grand vizier, was tho most pro-English of the pashas. In nn lntervlow Said Pasha said he could not claim Unit tho Turkish admin istration was not snow white, but it was certainly not as black as It was painted. Tho ministers, ho said, were working linrd to enrry out tho scheme of reforms, and counted upon England's generosity not to inercaso tho dllllcultlos by encouraging tho revolutionary Armenians, who, Instead of being grateful for tho concessions that had been made, were In open rovolt through out Asia. Tho subllmo porta 1ms sent tho follow ing telegram to tho powers: "All news concerning plots, threatening letters nnd a supposed dissatisfaction In tho ranks of tho army and navy is inten tionally propagated by well known nows- pnper correspondents, affiliated with the Armenian committee, to alarm public opinion. As for tho often repeated asser tion of tho Intended extermination of the Armenians, It Is too absurd to be contra dicted. Tho efforts of tho Imperial govern ment, on the contrary, to quell the rovolt of tho Armenians and to resist their crlm lnal and bloody agitation. "The Armenian agitation at Dlarbokir was on tho point of subsiding when tho Armenians began again tholr attacks upon tho Mussulmans by throwing bombs at tlicin, and by firing at tho muezzins when tho latter woro calling tho faithful to prayers. During tho affray fifty Mussul mans and nlnoty Armenians were killed and wounded. "Armenian rioters attacked tho patrols at Slvrlk, killing a few Mussulmans and setting flro to tho bazaar.
