Tho exact date is somewhat misty, but it must havo been after hats were invented, and subsequent to tho creation of ladies. Somewhcro between those remote times and tho modern present the date must lie. The District Attorney of Lackawanna county has decided to havo tho costs placed on prosecutors when tho latter fail to appear before tho grand jury. This will bo tho means of saving that county thousands of dollars, and tho same policy should bo adopted In this county. But such will never bo under Democratic management. The Duke of Marlborough is to receivo with his wifo tho magnificent sum of three millions, only a mere bagatelle when tho incstimablo boon of tho titlo of Duchess is given in return. Hut tho young wife will havo $10,000,000 settled upou her, and no doubt the Duko feels satisfied that should occasion demand ho will have tho handling of somo of it. The large attendance at tho opening of th evening schools in this town is very gratify ing to tho school authorities, and especially bo from tho fact that tho school set apart ex clusively for girls is being appreciated by those for whom it was established. This is as it should be. Tliero aro many girls in the tow whoaroso situated that they cannot attend tho day schools, and it is tlio duty of parents to impress upon them tho great advantages to bo gained by a few hours spent in tho school room each evening. The Board of City Trusts usually have number of distinguished gentlemen as guests upon their annual tour of inspection of the Girard Estate, but tho numbor this year exceeds tlio average. Besidos tho three judges of Philadelphia, Hanna, Bregy and Ferguson, they aro accompanied this year by Judgo Wickh'am, of Beaver; Judgo Recdcr, of Nortliampton, and Judgo Bcchtel, of the county court. These gentlemen aro ndidatcs for tho Superior Court bench, but there is littlo or no political significance in the trip, Judgo Wickham is a veritable Anak and as genial a man as our own Judge Bcchtel, whoso courteous manners aro woll known, and tho Herald joins in the wishos of their hosts of friends who hope to sco the gentlemen as colleagues upon tlio bench. THE OUTLOOK BRIGHT. With each succeeding day the outlook for tho success of the Iicpublican ticket in this county becomes brighter, whilo internal bickerings within tho ranks of the Democ racy are cropping out in many nuartors. The latter havo attempted to closo their oyos to this fact, hut it is evidont to tho most casual observer that harmony is spelled with a very small s in tho present campaign among tho nnterrificd. In one of our neighboring towns almost every other Democrat you meet has a grievance', tho farmers aro kicking bocause they do not receivo proper recognition and to which their vote entitles them ; many will voto against tho ticket lieoauso thoy aro opposed to nepotism in any form, and will not lend their assistance to a party that is controlled by a ring that has fattened at tho public tea ; whilo hero in our own town there aro qulto a number of political debts that remain uncancelled, and tho opportunity will bo grasped this fall to use tho knifo uumorcifully. All this Is not very encouraging, 'tis true ; especially so whon it Is noticed that the Kopuhlloans aro steadily pulling themselves together for tho final chargo on November Sth. Outsldo of the dissatisfaction existing tliore are other and more important reasons why tlio Democracy will sufloT a humlllatliiK defeat. Tliero is not a man on tlio llo publicnn ticket who is not entitled to tho earnest and hearty support of every Republican, as well as tho voto of every Democrat. Thoy aro known to tho peoplo of the county, and tho majority of them have shown their qualifications in posi tions of trust ; they ask your support because thoy deserve it ; not ono of them scoks your Btill'mgo simply because somo mcmbor of his family holds u position on tho hill nnd has influence to throw in his favor ; but thoy go before tho peoplo upon their own morits, and in comparison with their opponents they lose nothing and havo tho advantage It is tho duty of every taxpayer to vote for tho best men, and in doing so they will sup port tho Republican nominees. Messrs. Lyon, Urcckons, Severn, Millington, Seyfert and Geary nro each qualified for tho positions thoy seek. Not ono word can bo said against either them as a man or public servant. NKW Oiileans, Oct. 10. Tho steatnor City of Dallas, just arrived from Belize, brought several surviving passengers of tho lost steamer Freddie M., and full par ticulars of tho accident. Tho Freddlo M., which wns an Amurl enn vessol, nnd tho mall steamer for tho northern district of British Honduras cap sized last Thursday in Chotumal, or Es pcrlto, Santo bay, near tho ooast of Yucn tnn, and about twolvo miles from Corosnl. Sho had forty-soven passengers and a crow of elovon aboard when a heavy squall struck hor and capsized her in about eighteen feet of water. Part of tho boat bocamo detached by tho ncoldont, forming rafts, on which the surviving passengers found safety. The passengers and crow spent tho night and i all next day on thoso rafts, undergoing groat sufforing, and wore rescued tho noxt night, somo of them In a thoroughly ex hausted condition. It was then found that Mr. G. Bcuneigo of Now Orleans, W. R. McDonald, H. Hudson, I. McCoy and Mrs. M. Tragedy of a Freight Car. Petersburg, Va., Oct. 16. Frank Fisher was caught In tho act of robbing tho post office.
