Stewart, of Nevada, presided and Intro duced ox-Congressman Joseph C Sibloy, of Pennsylvania. Eugene V Debs surrendered to Marshal Arnold yesterday, and was taken to Woodstock jail last evoniug. Dobs explained his absence by saying ho was 111 on Tuosday.
