He saw the cars burning nt Burnside. He found only three rail road men In the nearest crowd, which was threo blocks nway. The railroad men were trying to disperse the crowd. One of these men said the instructions from the American Hallway union headquar ters were to drive away all persons who might ba inclined to dnmngo property. Vice President Howard, of the Ameri can Hallway union, was again called to tho stand. Mr. Howard denied that he had advised violence, and declared that he had always counseled moderation and de nounced lawlessness. His only remarks of an "incendiary nature," he said, was the advice he had given the men to use coupling pins on people who might en deavor to stir up trouble In the union on a basis of differences in religion. Ho de nounced the American Protective associa tion, and explained how emissaries of the corporations had frequently endeavored to foment dissensions In labor organiza tions ou accouut of religion.
