A statement appearing in the Tamaqua Kecorderputson the ,'00 matter, in which County Solicitor Ulrlch and Controller Severn have become involved, a different construction to that heretofore put upon it by the newspapers. Tho nrtlcle states that Mr. Ulrlch does not charge the fee merely for arguing the case against the County Auditors before tho Supreme Court, but for prcpnrlng and fighting tho aso before Judge Weidinan and then pro paring and arguing it on nppenl before the Supremo Court. It Is for the whole service and the County Solicitor thinks it Is n reasonable fee in consideration of the fact that if the Auditors are ousted by the Supreme Court's decision It will save the eounty t4,600 in salaries, and If the decta Ion should be the other way tho Con' trollcr will be ousted and the connty saved tl4,8j0 In salaries. Mr. Ulrlch claims nil tho credit for originating the test and conducting the eases before tho tourtft. Wo do not pretend here to say that Mr. Ulrica's claim Is high or low. We have learned from the experience of others that when a lnwycr puts In a claim for services be can succeed in building up charges by showing time expended In the exnmlna tion and preparation of authorities and papers, and rarely fails to get what he asks for. In this case, it is said, there was involved "a prodigious amount of work." If this statement is correct and can be proved so, and tho laborer is worthy of his hire, we hnvon't the slightest donbt that In a suit Mr. Ulrlch will rj' cover his i-500 claim, with interest. But what we will say Is this : Solicitor Ulrlch and Connty Commissioner Allen seem to lie persecuted by a lot of newspaper men who were balked lnnn attempt to gouge the connty out of t-3,000 and by a lot of men who were disappointed In their efforts to become sole dispensers of patronage. This we believe to be tho case from our observations of articles in cer tain newspapers since January 1st last, and we do not think it has escaped the attention of the impartial and conserve' th e readers of those papers. It is our opinion that u mistake was made in dragging this affair into the jiowspapcrB. If it has done either Mr. Ulrlch or Mr. Severn any harm we think the latter has suffered more than the man attacked, for tho statement of the Con troller that when he signed it he "thought the warrant was for J50 only," brings prominently before the public an error which some of Mr. Severn's supposed friends of to-day may nse against him In tho future, although, as the Controller says, it was an Innocent one. Others may not see it as we do, but to oar mind the Controller has dropped into Jast the position the disappointed grab bers and would-bo patronage seekers want to get Men mid they have taken a false (xeltlon in the matter simply to hiss the officials upon each other and keep them in the stato of war. We are confident that the people who are now urging tho Controller on realize the true situation bat tbey tell the Controller otherwise so that he may work out tho revenge which has been sought ever since the attempted $8,000 gouge. Hiram Maxim's bul let proof cuirass was tested at the Edith gun works yesterday. Bhots from army rifles were first fired at a steel target half an Inch thick, Uie bullets piercing It through.
