Captain Stenger revolts tlmt on Sunday, Jan. 14, she sighted a schooner south, showing an American union down and at half mast She had ncrewof about fourteen men. The crew signaled the Am sterdam that the vessel was In a sinking condition, anil the tlrst officer and six of the Amsterdam's crew offered themselves to man a hunt and go to their rescue. When near the si-'iooner their boat cap bImsI, with the fa,ul result that three of the crew disappeared immediately and the remaining four succeeded in taking hold of the onpsized boat. The Amsterdam succeeded In getting the oapslml iioat alongsldo; but, with the exception of one sailor, the men were so exhausted by the cold they were tumble to take hold of the llfo saving apparatus which was thrown them, and three moro were drowned. Another crew presented themselves to man a second boat, hut the captain con cluded to wait for better weather and calm sea. An attempt was made to arrest Jesse Jade, a nogro desperado, but Ids friends surrounded his house and ambushed the posse, wounding three of the constables, one seriously. Allotments of bonds will be mnde to the highest bidders therefor, but no proposal.will lie considered at a lower price than 1 17,228, which is the equiva lent of a 0 tier cent, bond at nnr. The bonds will be in the denominations of K0 and upwards. The bonds will bo dated Feb. 1, ISStl, and when payment is made therefor accrued Interest on both princi pal and pre mum from Feb. 1, 1891, to date of i, 1 -lit, at the rato of Interest realized to lue subscriber on his invest ment, will be added. Secretary Carlisle was forced to this issue by the apparent improbability of so- curing Immediately any action by con gress authorizing a shorter term and lower rato of interest The Btntement of Senator Voorhoes, the chairman of the finance committee, pub lished yesterday, was the potent factor hi Inducing Secretary Carlisle to take the action be did. It seemed to be a matter of regret among treasury officials that some other step could not be taken by which shorter term obligations could have been issued, but the ten yoar bonds are the shortest he can issue under the act of 1875. Anticipatory of this action by the secre tary preparations have been made by the bureau of engraving nnd printing to pre pare the bonds. There will be no delay in turning out the blnnkB as fast as may be necessary. Fifteen offers, aggregating in value J-10,000.000. have been awaiting tlio secretary's pleasure. One of these was for $'i"i,000,000. Tho secretary's purpose, how ever. Is to allot pro rata the bonds In case the bids entitled to allotment exceed the bonds to be issued. Owing to the late hour at which the bonds were printed it was impossible for a suIUclent number to bo run off to send the various suit-treasuries throughout the country. H.) tried to secure an amendment recognizing tho right of fed eral supervision over elections so fnr as to permit every candidate for congress the privilege of appointing a wntcher in each precinct to guard his interests, but a vote was not reached. The Democratic members of the ways and means commit miltee held another prolonged meeting last evening and finally decided upon tbe provisions and wording of the income tax portion of the Internal revenue bill to bo reported in the house, after having been submitted to the full committee for ap proval. The friends of the income tax proposition are much elated over the suc cess of the sub-committee hi drafting the bill.
