WasiiinotoV, Oct. 18. The mot Inter esting and important debate that hasliepti heard in tbe senate cbamlwr during tlio present session wan tbe one that took place yesterday. Mr. Dolph, of Oregon, bad made a point ou Monday evening that two Populist senators Allen of Nebraska and Kyle of South Dnkota had not answered to their names, although they were pres ent, and lie contended that their presence fliould lie entered In the journal. Around that question the parliamentary struggle Waged all day, and bristled witli bitter wtrcasms, jibes and personalities. Air. Dolph having.expresseuhlmself as "tired" of all the obstruction, was told by Mr. Harris (Tenn.) tlint if he was tired ho bad better sit down and rest, andtliat it would be a relief to the senator himself and to the senate. Mr. Hoar mado a statement that "on all questions which alTect the welfare of tlio American people, by rules, through rules, or over rules, by the sen ate, through the senate, orover the senate, the irrcsistable will of the American peo ple will have Its way." Mill Criticizes Morgan. Mr. HMO'. V.) argued in favor of Mr. Dolpb's contention, and said that the art of "bow not to do it" seemed to lie tho cITortof the senate. Mr. Morgan (Ala.) spoko of Mr. Hill as a New York politician wlio had introduced the hcrosy of count ing a quorum wheu bo was president of t 'hi Now York senate. Air. Hill retorted, iionlcally, that there wore no politicians in Alabama. There they were all states men, and he twitted Mr. Morgan's ex pressed reverence for the constitution or tile United States by suggesting that, for n certain portion of that senator's career, he bad been snppoitlng another constitu tion. Mr. Morgan spe I a good deal ol time over what tie called a coalition be tween Democratic and Republican sena tors, and when Mr. Washburn (Minn.) de nied that there was any such coalition, he was tartly stopped by Mr. Morgan, who said that lie had not had a thought iu his mind of the Minnesota senator as one of the Iiepuhlicau leaders. Then an allusion to tlio influence of national banks in get ting up tbe coalition was resumed by Mr. Gray, who said that it was not true, and when Mr. Morgan asked him whether ho wanted to n ike a personal matter of it Mr. (5 ray modified tlio remark by sayiiu that, so far as he was concerned, it was not true. Morgan's Dcflnnco to Vunhburii. Mr. Washburn, having declared his ro solve not to be stampeded or insulted, he was told by Mr. Morgan that he (Morgan) was responsible for what he said either in the senate or outside, and said: "You un derstand that perfectly responsible." The great speech of tho day was made by Mr. Sherman. Ho criticized the Demo cratic senators very severely for their failure to como to some agreement among themselves, and counseled them to do so. Without arriving at any decision ou the question the senate adjourned. Before adjournment Mr. Vest circulated a petition asking for a special caucus to consider some form of compromise. Tlio call was carefully worded, and every man who signed it thereby pledged himself to abide by the decision of that caucus. It was noticeable that when this paper was presented to Democratic repealers they de clined, after reading the caption, to sign tlio request. It requires twenty-three Democrats, a majority of tho majority, to make this call elective, and. according to tho count, of the silver Democrats, they have just that number. This estimate in cludes Mr. Kyle and Mr. Martin, who are, the southern men claim, more Democrats than Populists. Of course until Mr. Vest secures tho requisite number of signatures to authorize Mr. Gorman to issue tho call repeal senators will not discuss the proba ble results of .this bringing together of the clashing factions behind closed doors. Ite peal senators will not admit that the cau cus will act contrary to the present atti tude of the administration, for they deuy that tho silver men are in the majority. In tlio HoiiBe. While t lie. storm i.i raging in tbe senate there is a great calm iu the house. Yes terday a bill dispensing with proof of loy alty in the cases of persons who before t no war were entitled to pensions or to bounty lands was objected to by Mr. Burrows as far as the pension clause was concerned. Thereupon Mr. Oates, who had charge of the measure, courteously withdrew the pension clause, and the bill was passed, Theu came up tho proposition for tho bet ter control of national banks, and after a cordial exchange of viuws between its sup porters and opponents it was agreed to.
