Dun & Co.'s r.eekly review of trmla ay! The long ile Hrod meeting of congress, a president's mcsn(e which fully answorcd expecta tions, nnd til. arrival of 13,380,000 gold from Europe, with $10,000,000 more on tho way, hare not brought the Improvement many anticipated. Stocks aro stronger, but failures continue, and tho closing of Industrial eHaV.ishmonta', lUlo hands mul tiply anil silent shops, and the disorgan ization of domestic exchanges is even greater than a week ago. Yet there is a moro hopeful spirit, though the nation looks to Washington with some Impatience when the senate seems disposed to rival the mills in working short time. While statesman consider, merchants and bankers nnd unemployed thousands anxiously wait, knowing that tho wreoks Df each passing week make the task of recovery moro difficult. There has been no startling crash, but tho formal failures of banks, including 0110 in this city and Fovcral in Nashville, number 34, while rn fusals to pay, except through a cleurlng liout,e or with limitations, are becoming more common. The commercial disasters, 301 In number, include such names as It. II. Coleman, tho "Iron King!" J. .11. Walkor& Co., of Chicago, in dry goods, and H, I. Hotchklss, in stocks. Whatever relief emigres has power to glvo may bo less fruitful for good if long deferred. The machinery of exchanges has nlmost stopped. When &J0 por $1,000 Is paid for New York exchanges at Chicago, and 815 or t0 at other western cities, settlements between the east and tho west, which or dinarily amount to $3,200,000,000 in a year, bucome extremely difficult. Even the Now York Central could not got currency here on checks of tho Boston nnd Albany, mil was obliged to send to Boston for the money. The root of the trouble Is that accord ing to reports of July 12 to the comptrol ler $131,000,000 of deposits have been with drawn in two months from part of the national banks, nnd probably $177,000,000 from all, besides unknown sums from davings, state and private banks, and the withdrawal and hoarding must have been relatively even greater. The gov ernment Is printing $1,230,000 bank notes daily, the clearing house has issued $5,000, 300 more certificates and the hope is that confidence may be revived and hoardings unlocked. The arrest of industry goes so far that a third of the iron production censed In the month of July, nnd the consumption of Iron in manufacture diminished 40 per lent, from .May 1 to July 1. Not even this shrinkage stimulates demand enough to support prices, which remain the lowest on reoord. If only confidence In the future could be restorod the monetary troubles might soon be relieved. But nt present want of cash. It is said, accounts for tho retarded movement of wheat from farms to western markets, and exports have not met expec tations of late, so that prices of grain have 3omewhat declined. Failures during the week nnmber 394 in the United States against 1(10 last year, and 5 In Canada, against 20 for the same week last year. (The number for the past week shows a decrease from the previous week of 40. The west still contributes the largest number, 101, for the past week, against 237 for the previous week. In tho fast there were 140, and tho south 54. Launch of thn ailnnoapolli. PniLABELrillA. Aug. 12. Whoever hnd mutilated tho body of John Shann did it very much ns a surgeon would have dono it, but it was not necess arily a surgical operation. A butcher or anyone could havo dono tho cutting. THE VIGILANT GETS THE PRIZE, he Jubilee Onmo In Second nnd tlis Onlnnla Third The l'llgrlm .Met with nn Aeetdont Hnrly In the Itnce und Salted Under DlitadrniitHc;,. Newport, R. I., Aug. 13. Thefottrgreat eup defenders met yesterday, over the ocean course, off Brenton's Beef. It was more of a drlfiiii match than a race, however, and the m- appointment at night fall proved equally as great ns was the Interest In the early morning. It showed one thing, If nothing more, that the honor of defending the American cup will be between the Vigilant and the Jubilee, for Vigilant passed over the lino about twenty minutes ahead of the Jubilee. Thn Colonia wns lost sight af In a dense fog bank at one time, but suddenly loomed tinder the stern of the Vigilant at the Vineyard Sound lightship, a turning point In the triangular course. The Pilgrim met with nn unfortunate accident, oarry- VIQILANT Ingnway her club topsail yard, just before the start. She struggled bravely on under a working topsail, still she did not show thnt speed In light airs that her disciples believed she would. In the early morning It seemed as though a race was out. of the question, for thn wnters of Newport hnrbor were not ruffled by a breor.e. All the summer visitors flocked down to the river front, and every available craft was utilized for exeursion purposes. At 10 o'clock the flagship May got under way and steamed down to her position north of Brenton's reef lightship. At 11:25 she fired the preparatory gun and hoisted the blue peter. Ten minutes' later another gun started the sloops. The Ju bilee was the first to go over, close hauled on the port tack. She was followed by the Vigilant and by the Colonln on the same tack, and then came the Ilderan, Pilgrim, Lnsca, Ariel, Volunteer, Emerald, Margue rito, Mayflower. Constellittlon, Dagmar, Alcaeit and Loyal. Tho first leg was nn eighteen mile thrash to windward, and tho Pilgrim went on tho port tack shortly after the start, placing the four big sloops In lino in the port tack JL'BILKE. about a quarter of a milo apart, tho Jubilee leading. Almost as soon as the ynchtB had crossed the line the Vigilant began to close tho gup between herself ami Jubilee, while the Pilgrim fell still fur ther to the rear. At 18.43 n dense fog bank rolled In from the eastward and completely shut out the racers. All of the excursion boats and several of the attend ant yachts turned their prows homeward nnd ran for tho harbor. The racing yaohts stood in, however, for the Gov!ecup, a rich prize, nnd the race wns to be sailed without anv.lime limit. Belli nd the veil of the fog the big si oops bent down to the Vineyard Sound light ship, whioh they, gybed in this orderi Juhilce, Vigilant, Colonia At this point the Pilgrim was so far in the rear that she could not be timed. After rounding the yachts eased their sheets and set their spinnakers. These they took in, however, Iwfore tacking around Hen and Chickens, which tboy did as fol lows : Jubilee, Vigilant, Colonia. Por no nmnvn Apparent reason the Vigilant sneaked up on the Jubilee and pased her nhnostas aoon as she was clear of the llgh.ij.uip. They both now mu for the finish in a very littht brsiese, whioh died out entirely at Wmt. The Vigilant crossed the Una shortly after o'clock this morning, enough ahead of the Jubilee to win th oup.
