I,ONDON, July 21. A special cabinet meeting was summoned in Downing street yesterday afternoon. There was a full at tendance. France's demands In Slnm were discussed nt length, and eventually In structions for tbo Marquis of DulTerln, British ambassador to Franco, were form ulated and approved. Late In the afternoon special orders were dispatched by the admiralty to Vice Ad miral Sir E. It. Frcmantle, commander in chief of tho Chinese division of the fleet. These facts, together with tho suddencan celing of tho Marquis of Dufferlu's leave of absence, are regarded as hardly In har mony with the official predictions of a per fectly amicable settlement with France of the Siamese difficulty. Even If not alarmed by the course of France, the government is believed to realize that the Siamese affair Is fraught with the most serious possibili ties, for wldch immediate preparation must he made by Great Britain. IlAN'UKOK, July 31. The belligerent at titude of the French gunboats Coraete, In coustante and Forfait, opposite tho mid dle of the city, is causing great anxiety among the people. All three gunboats have steam up and are cleared for action. The men are continually heat to quarters, and they train tho guns on any Siamese gunboat that hnppons to pass them on its way up or down the river, day or night, although the Siamese government en deavors to ally suspicion by warning in advance the Fronoh commander of tho passage of every Siamese man-of-war. My dolly, Haddynewa, her yellow dress Is thin. And sho's sitting on the horseblock, I forgot to bring her In: I want to go and got her: she'll catch a cold and die; I want to get my nanckachlck, I guess r vo got to cry. I sa'.d I'd wait till papa comes, I wonder wbat he'll think; There's something hurts me In my throat, I want to get drink. I guess I'd rather get It In my little silver cup What makes me have to go to bed wbon you are staying up?" So Fannie Angelina was determined not to doit, Yet she drifted off to Nodlaad, poor child, be fore she knew it. The queen who reigns In Nodland shut her will ful eyes so tight. I have been In h all night, and wish to ay to you now that the con fession made hy mo yesterday was all a hatched lip scheme, nnd tlmt I wasdragged Into It I wish now to retract everything that was scid In thai .'onfession, and wish you would send for the attorneys Inter ested, as I will decline to sign the con fession. Warden Wright Immediately notified District Attorney Burleigh and Attorney Porter by telephone, nnd tboy hurried to the penitentiary with all haste. After a three hours' talk with Gallagher, District Attorney Uurleieh came nut and said thai Gallagher had declared under oath that every statement be bad made on Wednesday was absolutely falso, and thnt he, Deinpsoy, Ileatty and Davidson are guilty ai indicted. He broke down and cried like a child. Warden Wright says UnllaKher hail a big bundle of manuscript, which hu took kk the foundation of his lit tle speech, which was prepared for him on the outside of the penitentiary, and which he told on Wednesday There is considerable speculation ns to why Gallagher made the statement he did exonerating Deiiipsey.but the most plausi ble reason given was that he thought the Knights of Labor would have enough In fluence to securohlm npardon. However, the story that Davidson wont back on Gal lagher seems to hnvo settled him, and he decided to reiterate tho statement he mado on the witness stand at tho time Dempsey was convicted, Since the attorneys for Dempsey have put In their application for pardon they will have to go through with it. If they withdraw it they would hnvo as much trouble in tho future to get a rehearing us if they go through with it now and are re fused. When it becamo noised about the ccurt house that Gallagher had retracted all ho said on Wednesday it created much excitement and comment. Thlevlnc lit the New Orleans Mint. Washington, July at.
