I'ro.poct of tlm Itopral nf the Slier man I..r When Congress Meeti, flald to aire h (Irent Deal of Strength to tho Fi nancial Situation Less Currency llelng fehlppml Abroad, New YotiK, June 20. There is a (trow ing assurance lu the public mind that tho .Sherman law will be repealed as soon as congress meets and the growth of this conviction begins to be reflected In a subsUlatice of the credit panic at various Interior centres and Wall street begins to sco a rift hcrt and there in the clouds which so long have hovered over that interesting locality. The In creased export of wheat and the purchaso of options on that cereal for foreign ac count, co-opcratlng with the high rates of monoy hero, has depressed the sterling exchanges to such a level that there is no apprehension of further exports and the approach of the season In which the preci ous metal ordinarily flows here from Eu rope encourages hopes of an influx at uo Jistaiit day. The engagement of $500,000 last week to come from London wns a ipecial transaction, and oversnngulne peo ple who fancied that it was tho beginning of a sustained movement lu this direction were oudly disappointed. However, tt is positive that tho efllux of the precious ruetal from this country is over, at any rate, and thoro is every Indi cation that tho flow ot currency westward has culminated. During tho past day or two shlpmenU to the middle and western states have been very light, and Chicago has begun to accumulate credit balances again with the New York b.mks. The loss of cosh shown in tho epitomized bank statement issued from the clenriug house represents for the most part of the with drawnl of balances by San Francisco banks. Some of the largest are represented here by private banking houses, and these were forced to rake and scrape together all the gold certificates they could lay hands upon for deposit at the sub-treasury for tele graphic transfer to the Pacific coast. The certificates were also in demand for ship ment to San Fiaucisco by express. As gold coin is Inconvenient to carry across the continent and is not accepted at the sub treasury for transfer, it Is virtually for the moment at a discount as compared with Its paper representatives. i In tho consequence of this whole move ment the government's supply of tho preci ous metal has steadily increased, and tulk about the amount of "free gold" in the treasury has ceased. The subsidence of this talk has had almost as much effect as the cessation of gold exports in the way of allaying apprehension. Touching the monetary stringency, too, there is a promise of some relief in the dis bursements of the $7,584,000 July 1 in terest on government bonds which is now being disbursed, and in the expected ar rival in a few days of the $500,000 gold ordered from London last week by Baring, Magoun & Co. There is also some relief in the prepayment of interest by strong cor porations which are thus helping to ease. the "pinch" always incidental to the mid year settlements. The strongest Influence n the way or relaxing the stringency, how ever, is the issue of loan certificates by the bank clearing houses In various parts oi the country. Banks of this city during the past week have taken out $5,000,000 of these. Willed to a Public School. Indianapolis, Ind., June 20. The will of W. D. A dispatch from Ohlcngo yesterday says that the Pennsyl vaula World's Fair commission has decided to donate the state building to Chicago. Tills Is not the fact. The Pennsylvania commission has not had it meeting for (.onie months, and at the last meeting it only took action on the question of asking the legislature for funds. Not a word was said at that or any pre vious meeting concerning the final dispo sition of the state building. As a matter of fact the entire oontrnot money for the state building has not yet been paid, and it is hardly to be supposed tbnt the com mission would give away that which it does not possess. The executive committee, n sub-branch of the commission, which meet once a month, would not take action giving the building away. The last meeting of the executive committee was held on June 7 in Chicago. Apropos of this Chicago meet ing It is Intimated that there was a stormy time, and that Lxeoutlve Commissioner Kattiuhar was the subject of a great deal of adverse criticism because of certain things he had done. blnco that meeting Mr. Farquhar has sent a circular letter to the members of the commission, In which he says that, acting under the advice of the governor, no more expense accounts for members of tho ex ecutive committee visiting Chicago will be allowed unless approved by him. Sir. 1' arnubar also says tbat the executive com mittco meeting was not n legal meeting, inasmuch as a quorum was not present. li uenernl uouln as president pro. tem. was n member of the committee then a quorum was present, but it is learned that when General Ooblu retired from the place of president pro. tem. he also retired from the committee, and he had no right to take part in the proceedings acting on the latter presumption. Mr. Farquhar has refused to permit tho minutes of the meeting to lie printed, and has withdrawn his report sub mitted to that meeting. He says that the dairy exhibit will be a fine one, and that tho original amount ap propriated by the state for that purpose ($800,000) will be sufficient to cover all the expenses, and be gives his personal guaran tee as Ut that.
