George Zeigler, Of Philadelphia, au Inmate of the State Hospital for the Insane, was found dciul yesterday, hnnglng from a post of his bed In a room which he occupied alone. Zeigler was sent to the hospital about two or three j years ego. He was suffering from a mild j type of insanity, and as there was no rea son to suspect that his malady was of the nature of suicidal mania he was allowed a sleeping apartment alone. Zciujer took the cords from the window curtains in his room, plaited them Into a rope, one end Of which be formed into noose, and, after tying the end to the bed post, placed the noose around his throat and sat down to die, death resulting from slow strangulation. Despite repeated de nials, it is certain that the war office plans to increase shortly the peace effective of the Austrian army. While the project to introduce generally the two-year term and thus raise the actual strength of the standing army has been postponed indefinitely, the government has decided not to relenquisb entirely some of its features. Tbe landwehr is to be re organized according to the two-year sys tem, and each of twenty five infantry regi ments is to receive an addition of 144 wen. The field artillery, moreover, will be strengthened with twenty-eight new bat teries. The augmentation of tbe twenty-five In fantry regiments will cost 1,000,000 florins annually.
