The appointment of Mr. McAdoo to lie Assistant Secretary of the Navy shows the character of President Cleveland's civil service pretensions, Whenthia position was created a few years ago a tacit understanding existed that the incumbent should not be removed on account of a partisan ehange in the Adtnlnis'rntion. The Secretary of tho Navy is usually civiliau, and the ideu of provldiug an s&Metaut for him was that he should have some responsible person constant Jy at his side who was perfectly f'Unllitir with the practioa details of the naval service nnd department. Iutluenoed by this understanding, Professor Soley resigned a life position at Annapolis to accept the appoint metitto the newly created ollice. His politics did not enter into the matter, .He was known simply as a man of signal aptitude for the place and o king experience in naval allalrs. This election more than justified expecta tlons. It was naturally supposed therefore, that Professor Htoley would lie umllstutbad by the new Admin Istratiou. On the contrary, he Is one of the . first to feel the edge of the Cleveland ax.
