I suppose Messrs. Stout, Van Dusen nnd Lamb havo arguments to substantiate their action in Council last night so far as tho balloting for contractors was concerned, but two very Important features of tho affair havo put mo in a quandary. If It was to tho interest of tho taxpayers of this borough that Mr. Rlobo should havo been awarded the contract becauso ho was the lowest bidder, why did thoy desert him aftor the first ballot ? If tho bid put in by Mr. Coons was really tho most beneficial to tho taxpayers, why Is it they did not vote for him in the first placo? By reference to tho table in tho Herald's roport of tho proceedings it will be observed that both Hoi man and Gablo stuck to the lowest bidder up to the third ballot. Then they found that Stout, Van Dusen and Lamb had Hopped. Gablo and Holmau then shook hands. The former joined tho lost causo The latter moro wisely "got out of tho wet" and recorded his vote with the majority. Now, then, if Klcbo was tho proper man In tho first place, why was he not in tho second, third and fourth ? And if Coons was the proper man In the last named places, why was ho not so in the first?
