Civil Service, Commissioner Roosovolt appeared before the House Committee on Civil Service in connection with tho inquiry into alleged violations of the civil service law by Federal officials in Baltimore. Mr. Roosovelt placed beforo tho Coramif tee a letter which he sent on Monday last (by registered mall) to Postmaster General Wannmaker. The letter reads as follows.' "In the report of your Inspectors on tho Baltimore postofOce, submitted by you to the Committee of tho House, these Inspectors state that my investiga tion was 'unfair and partial lu the ex treme:' that my questions were 'calcu lated to deceive and mislead, such as na committee of investigation, hunting for nothing but the truth and desirous of doing except justice, would practice or allow,' and also that my report on the Postmaster's conduct was not only unlustiflablo, but malicious. "Rut I have nothing to do with these subordinates. It Is with you, the out cial head, responsible for their actions that I have to deal. By submitting this roport, without expressly disclaiming any personal responsibility for it, you seem to assume that responsibility and make it your own. "I can hardly suppose that this was your intention, but I shall bo obliged to treat these statements which in any way reflect upon my acts and motives as yours, unless you disavow them with the same publicity with which they were made to tho committee. I therefore respectfully osk whether you will not make such disavowal so that I may govern myself accordingly and not be guilty of any injustice." "To this," said Mr. Roosevelt, "I re ceived no answer, and I am therefore reluctantly obliged to assume that the Postmaster-General makes these state ments his own. "The Postmaster-General says in speak ing ot the inspectors' report that It is not for him to discuss or decide whether it contains anything that can bo construed as disre spectful or hostile to the Civil Service Commission, On the contrary, he is precisely the very person who is called upon to make this decision, .and when he acts upon this report and submits it to this committee without expressly repu diating .the offensive paragraphs, he thereby makes It his own. I have never sheltered myself behind my subordinates, and I decline, to allow the Postmaster- General to shelter himself boulnd bis. "The statements quoted In my letter are slanderous falsehoods. , .
