AlcCarrell, of Bar risburg, spoke for the in tense, Kooser, of Somerset, and Cesgua. of Bedford, ap pearing for the Commonwealth. The closing speech was made by A. A. Ci-ff roth, who declared that upon a full pre sentation of alt iln-facts and the law in the case a pardon shou'd be grantid, but he plead that in case lite Hoard was unable to see il in that ligtn a commuta tion at least should he given. PtTTsBDRon, April 16.—The question of Dr. Bealc's pastoral relation, which came before the Blairsville Presbytery at Turth Creek to-day, was postponed to the next session of the Presbytery, at Buelah. in June. FOUND DEAD ON THE TRACK. Dennis Marking, ot ll Twelfth Ward, Killed Sunday Nij;lit lletwcen 11 unl 12 O'clock. Sunday night at about 11:45 o'clock, us two mett from the Twelfth ward, who work at the steel works were going to their work, they came upon the dead body of a man a short distant west of the culvert above the P. I?. 11. freight station. Ttte body was lying six foot south of the easi-bouud track, which would indicate that the man had been hit and knocked off the track by Fast Line, the second section of which passed along after 11 o'clock. The men reported their find to the rail road authorities, w ho had the body placed on a stretcher and taken to the baggage room at the passenger station. In tue pockets was found a workman's check, matked "B. F., 7b3." It was suspected that the man was employed at the blast furnace. Some of the workmen on their way home ftom work at ntid night,thought it was Dennis ilurkins. Work was sent to his home and revealed the fact that lie was absent. There was no doubt of its being him. Ilarkins leaves a wife and four of five children. lie formerly lived on Iron street. He wore a suit of working clothes. At 2 o'clock this morn ing his body was still at the station. Knox Uisler, son of William Utsler, of Coopersdale, had an arm broken and wu s otherwise badly injured by fulling Irom a train at the P. 11. 11. statiou on Saluday evening. He was somewhat intoxicated and was attempting to mount the train when the accident happened. ' He was taken borne. Of Extraordinary Size. The mee'iug wus called to order a., 7:45, after winch the minutes of the several sessions wi re read ami approved. The body then took a recess to await, the ar rival of the Select Council for the joibt session. TIIK JOINT SESSION. In llio joint session President Yeagley of tlie Select Council presided. Mr. Matthews nominated Jas. M. Wal ters, K*q., for City Solicitor, and Mr. J. M. Davis nominated John 11. Brown, Esq. Five ballots were taken, each resulting In 14 voles for Wulters aud 15 for Brown, neither one having received the requited majority—l7. Mr. Matthews moved to postpone the election of Solicitor and take up the election of City E'tgiLcer, Carried. Mr. Matthews then placed Mr. John Downey in nomination, and Mr. Smith named Mr. Chas. Ogle, Five ballots having failed to effect a choice, a motion to adjourn the joint ses sion to Ftitlay evening was made, but it failed of passage by a vote of 15 to 14. The voting for City Engineer was re stinted until eleven ballots had been taken without resulting in a choice, when Mr. Smith, as he said, for the sake of varying the proceedings, moved to resume the voting on Solicitor. The motion was lost, and the twelfth ballot was proceeded with. No choice resulted, and the thir tcenlk ballot was ordered. The balloting continued until about 12:50 o'clock, when a motion to adjourn s tcceeded by a major'ty of one vote. For both Solicitor and Engineer about thirty ballots were cast with unvarying results except duriug the temporary absence of a member or two. Both sides seemed determined, but as t'ie 4 Bepublicans were all present and could muster but fifteen voters—two less than a majority—their only hope lay in out sitting the Democrats. The latter showed up as much endurance as the other side. And thus it was that our City Council catne to be in session until after mid-night. The City Council met Wednesday night in joint session. The it embers absent were Messrs. Fearl and Foster, ot the Common branch und Mr. O'Shea, of the Select Council. The minutes being read and approved, the twenty-ninth and thirtieth ballots for a City Engineer were taken with the re sult of fourteen votes for Mr. Downey, and tiftcen for Mr. Ogle. Messrs. Smith, Green and Kennedy made remarks, the latter concluding his remarks by a motion to adjourn the joint session until Saturday evening at 7:30 o'clock. The motion was carried and the members of Select Council tiled out into tneir room. President Donaldson tmine dta'ely stated that a called meeting of TIIK COMMON COUNCIL would be held at once, a sufficient number of the members having requested a call of the meeting. On motion it was agreed, that, if the Select Council concur, Mr. Cuthbert, Al derman of the Tenth ward.be allowed the use of the building formerly occupied as a lockup in that ward at the rental of $5 per month, provided that he ngree to va cate the building at any time upon re quest of the Councils. A concurrent resolution was j assed tin ally authorizing the continuance of the work of gradiug Kidgc avenue in the Tenth ward until all of the SSOO appro priated by the Cambria Iron Company for that purpose be exhausted. A resolution from Select Council au thorizing the City Assessors to add to the list of taxables all new comers in the city, as reccommended by the Mayor in his message, A (ire limit ordinance was passed one reading. Another ordinance on the same subject was introduced from Select Coun cil, having passed three readings there. As the two bills disagreed on some mater ial points a Conference Committee was suggested, but the Select branch failed to concur, whereupon the Common Coun cil went into Committee of the Whole to consider the matter. After the committee rose the bill was amended and passed one reading. On motion the Council adjourned. IN SELECT COUNCIL. Mr. Kennedy tnuvuii a reconsideration of the lire limit ordinance which Lad been defeated on second reading at last meeting. After considerable discussion the ordinance as formerly presented was put upon second and third readings and passed finally by a vote to twelve to three. The ordinance authorizing the Mayor to procure a aval for the eily with a proper device passed finally. An ordinance fixing tlie amount of tlie bonds to be given by the city officers and their mode of approval passed second reading. The amount of bonds fur the different officers is as follows: Mayor, $5,000; City Treasurer, $50,000; City Controller, SIO,OOO ; City Solicitor, $5,- 000 ; City Clerk, SIO,OOO ; City Engineer, *2,500 ; Policemen, SSOO ; Market-Master, $1,000; Welgb-Masters (lour), $1,000; Street Commissioners, $1,500. Oidiuances relating to the method of drawing warrants ; form of warrants, and providing for President of Select Council to act as Mayor in that officer's absence, passed second reading. An ordiuunce providing for levy and collection of license tax passed first and second reading. The ordinance provides that the following schedule of annual licenses he laid.
