As expect ed the prolw of the insurance depart ment revealed and the report of the in vestigating committee strongly urges prosecutions. The recommendations, seven in number, made by the com mittee follow: •'First—That the insurance commis sioner as well as all other officers, em ployees. servants and agents of the Commonwealth, so fur as practicable, should IK I oil a salaried basis and that all fees now authorized or hereafter to be authorized by law, should he paid by the commissioner to the State trea surer for the use of the State. "Second—That the actuary of the in surance department should he au offic er of the Commonwealth required to act exclusively in that capacity, for which he should receive a salary of |5.000 per annum and l>o provided with an adequate corps of com]>eteuf assist ants to be on a salaried basis. SHOULD BE STAT?: OFFICIALS. "Third—That instead of examiners •it insurance companies beiuK selected promiscuously and paid by the com panies examined one or as many ex aminers of insurance companies as may be necessary should be salaried officers of the Commonwealth and that the cost of the examination of the insur ance companies when made by him should be upon a fixed rate proport ion - ate to the work done and its cost paid into the State treasury for the use of the State. "Fourth—Fees and charges of the insurance department and taxes paid by insurance companies should be re duced, so as to lessen the burden upon the policy holders. "Fifth—There should be n complete reorganization of the clerical force in the insurance department ami the pre sent system of allowing the insurance commissioner to draw upon the State treasurer for auy sums he may consid er necessary as an expense of the office, be abolished. DEMAND ARREST OF GUILTY. "Sixth—Provision should be made for a quarterly audit of the accounts of the various State officials receiving money or having in their control or subject to their charge any contingent fund either by sjiecial officer constitu ted by law for the purpose or a special assistant in the office of the auditor general. "Seventh—The committee further recommends to the attention of the governor and the attorney general tlie testimony given which may tend toes tablish malfeasance by former com missioners George B. Luper. James H. Lambert, Israel W. Durham and their subordinats, and especially in so far as it relates to the receiving of a part of the actuary's compensation during their respective administrations, and also to the testimony that during the administration of Israel W. Durham, the State was defrauded by vouchers being granted and payment made for services which iiad never been render ed or for which there was no legal liability. LIE PASSED IN THE HOUSE HARRISBURG, Feb. 7.-A new uniform primary bill was introduced in the house this morning by Mr. Howard,of Cameron. It does not differ materially from other similar bills. The Shren amendment to the Bullit bill, taking Philadelphia employes out of politics, was passed finally. The house this morning definitely fixed February 15. as the date for ad journment sine die. The Hoke bill, limiting to $750,000 the amount to be annually spent on bridges, by the board of public grounds and buildings, was [amended slightly aud passed on third reading When the Cook Greater Pittsburg bill, as amended in the senate, came np in the house, Mr. Cook asked that the house concur. Mr. Henderson,of Allegheny, fought concurrence, asserting that his amend ment, adopted in the house last week, was equitable and just, aud that the house should not reverse itself at the request of the senate. HITCHCOCK IN* FAVOR. Mr. Hitchcock, of Tioga, stated that he would vote for concurrence since Allegheny voters have shown by not presenting petitions, etc., that they don't can* one way or the other. Mr. Riley of Allegheny rose to reply to Mr. (Jaruer, who sjxike on the bill. "The gentleman from Schuylkill," said Mr. Riley, " lias declared himself the champion of the Allegheny county workingmen." The pavements in many places arc quite iov an<l groat care should be ex ercised by jiersous in walking. It is at such times as the present rather tlinn when a coat of sleet covers the sidewalks that persons become negli gent, and dangerous falls occur. Many a fall with the consequent broken limb results in something worse than a siege of typhoid fever or kindred ill ness. How often it occurs, especially with those advanced in years, that a slight fall renders the victim a cripple for life. Property owners also have a duty in the premises. Upon them it devolves to keep the sidewalks as clear of ice as possible. Every bit of water that is permitted to find its way to the sidewalks, either from a leaky con ductor or from a hydrant kept running is sure to freeze solid over night. This is bad enough when exposed,but when the ice is partly concealed by snow it becomes a veritable trap. Where ice can not be avoided the pavement should be rendered safe by sprinkling saw dust or some similar substance upon it. In fact every method should be em ployed to reduce all danger to a min imum. Local experience, as well as tele graphic reports from other cities are betraying the unusual dangers from fire during periods of cold weather. No one can be too careful at this time with the heating fixtures of buildings. Fire at any time is disastrous, but in freezing weather when buildings have been thoroughly dried out by long con tinued and often excessive heat, fire once started gains rapid headway and generally the means of fighting it are crippled by untoward weather condi tions.
