among the first 1,370,000 to be called
before local exemption boards.
From the 1,370,000 the boards are to
melect 664,000 for Alaerica’s firey draft
army of Luu,u00 and to fill up vacan-
«cies in the national guard and the

«office building, with representatives of
ihe press presefit, war department of-
ficials and members of the senate and
house military committees did the
<rawing of 10,600 slips bearing num-
bers corresponding with the serial
mumbers of each registrant in the
Jargest district in the ccuniry.
Secretary Baker was the first man

#irom a great glass bowl. Blindfolded,
de drew No. 258. In every district in
which as many as 258 men are regis-
tered, No, 258 héads the list of those

‘Chairman Chamberlain of the senate
moilitary committee drew the second
mmumber. The senator, blindfolded and
Plainly nervous, was unable to loca:e
the wide-mouthed glass bowl unaided,
sand after he had groped futilely for a
few seconds an attendant guided his
hand to the capsules. He drew a
«capsule and then silently stepped
aside.
“The second number is
shouted the announcer.
The handkerchief then was placed
@ver the eyes of Chairman Dent of the
Jouse military committee, and he
withdrew the third number, 9,613.
Senator Warren and Representative
Kahn, ranking minority members of
the senate and the house military com-
xmittees, drew the next two numbers,
4532 and 10,218. Major General
"Tasker H. Bliss, acting chief of staff
of the army, drew the sixth number.
Just then a round of handclapping,
the first applause to break the silence
and solemnity of the occasion, burst
out.
“The sixth number is 458,” the an-
mouncer shouted in stentorian tones.
Provost Marshal General Crowder
drew the next number, 3,403 and Adju-
#ant General McCain, the eighth man
fo draw, took No. 10,015.
The drafting was then turned over
#0 the appointed tellers.
While the great majority of those
selected will not be. called to the
«colors before Sept. 1, those who are
to fill the gaps in the regular army
and national guard, which volunteer
recruiting campaigns have failed to
fill, will be sent to various organiza-

boards. This was stated on the best
ef authority.

a mistake Provost Marshal General

io state executives and exemption
wards the official list and sequence

anstructions covering every contin-
mency which some of the cleverest
legal minds in the country have been
able to anticipate. In a statement
General Crowder said:
“The drawing is complete and has
een apparently successful. ‘The of
ficial tally sheets have been compared
and sent to the printer and proof is
being received. Final copies will be
weady for distribution at once.
““The next step will be the certifica-
tion of the results of the drawing to
4,557 local boards and the application

serially numbered lists. This need
consume but little time and when done
the order of priority of the nearly

“the execution of the selective service
act when we must have conceri of
action by the states. In raising state
«contingents the race is to the swiftest.
“I cannot let this opportunity pass
without adverting to the very great
‘value of the assistance which has been
so earnestly and efficiently rendered
By the press. Without the systematic

#Have been impossible.”
Only one error was discovered in
ggonnection with the drawing of 10,500
filled capsules, one of the capsules
drawn in the early hours of the morn:

Approved this 7th day of August,
PUBLICITY.
Publicity is the name of a new
star in the newspaper firmament. It
is located near the outer rim of the
heavens, described by the astrologist
as T7111 Jenkins Arcade building,
Pittsburgh, Pa. Its paramount ob-
ject in life seems to be the abuse of
those members of the legislature of
1916-17 who refused to vote for
universal suffrage. In each and
every column, Senator Penrose is
charged with every crime forbidden
by the decalogue, and his personal
and political friends are held up as
accessories before and after the facts.
Of course, one swallow does not
make Spring, nor one issue illustrate
clearly the objects of a special pub-
lication, but it looks to us as a safety
valve to get rid of heated atmosphere
by Denny O’Neil and some other well
meaning old ladies. :
As outlined it has a good work to
do and we welcome it to our ex-
change table.
