Tho growing importance an J diff nity of tie Department of Agricul ture imUie largely to the intimate oonuecti"jn which it maintains with a large class of tho population. It is commonly supposed that the De partment is maintained for the bene fit of the farmer, but this is not ntrictly the case. Tho scopo of the Department has been so much broadened of late years, the addition of tho Weather Bureau being a no ticeable Instance, that its clientage is much more extended than merely tlione whose occupation is that of farming. Tho distribution of seeds ... . . :4 Tl. ii an illustration in point. i farmers are, of course, expected to reap the main advantages from hav ing placed at their disposal, freo of coM, a variety of seeds. The fact is, however, that every householder who has a little patch of garden has as much right to the packages of Kcedas if ho tilled acres. The seed distribution lias reached Mich enormous proportions that a vigorous effort is being made to bring it down within what is regard ed as reasonable limits. The pres ent Secretary estimates that since tho beginning of the system of seed distribution, fifty-four years ago. there has been expended over three millions of dollars, an a verge of near ly sixty thousand each year. It is now tho iutention to furnish only thoso varieties of seeds which have been tested and which have been found to bo suitable for cultivation in tho various sections of the eouutry. The ordinary varieties am not to he provided by tho government free of expense. This change is largely due to tho establishment of the ag ricultural experiment stations which t.re scattered throughout the coun try. At theso local points all soils of experiments can bo made in re gard to soil and the adaptability of seeds and plants to tho conditions of local climate. In fact, the activity of tho Depart ment, on theso practical lines, is a striking phase of its extensive or erations. Take, for instance, what is being done in tho examination of food preparations. The adultera tion of various articles of food has been such a crying evil that there has been a general demand for some oflicial supervision. State laws have united with National laws iu accom plishing good results. A marked improvement iB found in the system of canning goods so that posiou from lend tops is of rare occurrence, and a bettor quality of tin is used for the cans. More care is exercised iu the use of the various acids em ployed for the preservation of the goods. Tho amount of information that has been disseminated from the De partment of Agriculture in regard to canned goods alone lias practical ly wrought an entire change in the method of carrying on the business, and lias contributed materially to the health of the people. A similar reform may be noted in such articles of common use as tea, and coffee, and chocolate, and flour, spices, &c. The inspection of meat should not ho overlooked. This system applies not only to meat intended for domes tic consumption, but to the products for direct export. The microscopic inspection has been made especially rigid. Information as to the best means of preventing the ravages of de htructive insects if furnished freely to the public, and great assistance as well as saving of money has re sulted to the farmers of the country. The extent of tho information which is supplied by tho bulletins of the Department can hardly be appreciat ed by any one who has not looked into the matter- carefully. Every thing that affects growing plants in till stages has been made the subject f careful investigation, even the habits of birds and animals destruc tive to plants having been studied, and their geographical distribution lias been pointed cut. Iu this way the farmer is enabled to form a judgment os to tho character of tho crops most likely to succeed. In fact, if all the information that is niado available is acted upon by the farmers, they ought to be equip ped for practical work. Perhaps, moreover, the Agricultural Depart ment scientists ore fond of using unfamiliar language, and perhaps their stylo is not lively and interest ing, and hence, tho bulletins are not read and studied as generally as their distribution might imply.
