The consequence, was that often jood roads wert made worse, if not neatly impassihlc for a season, while poor ones were e lected, simply hecause the immedi ate side ditches did not furnish suitable materials to repair them with. This short-sighted and to of ten useless system of repairing I oads was frequently upprovodhy tho tax payers for two reasons : First, be cause supposed to be inexpensive ; second, it permitted him to work out his taxes without being required to furnish valuable material or to provido tho better labor that a dif ferent method would demand. This method was characterized by Judge Yerkes as both expensive and wasteful, and, moreoyer, was not lawful, us the law requires that the work shall bo efl'uctuully done and of a permanent character, bo ns to keep the road in constant repair. Tho Judge suggested that if, instead of this ineffectual method, a portion ot the highways of each township where most needed should each year be put in ft stato of permanent improvement, with such temporary repairs only at are needed to other portions, in a few yearn the same expenditure would result in estab lishing a system of safe, good and permanent roads which would not require half tho expenditure incur red by the system now practiced. Instead of being condemned and put to loss, Judge Yerkes said that the supervisor deserved to bo com manded for good sense and judg ment. As Judge Yerkes interprets the law in the case just cited, every es sential requirement for theconstruc tionofgood roads is contained in the statue now in force. And there fore thero seems to bo no necessity for the enactment of a more string ent road law, unless it would bo to provide a penalty for the punish ment of persons who array them selves against supervisors for the law ful and faithful performance of their duties. We must remember that it is no fault of the law bad roads predominate. Tho real diffi culty is that the peoplo are unwill ing to have roads constructed as the present law contemplates and pro vides. And while it is the duty of the supervisors to construct lawful roads, it is unreasonable to expect them to change road making meth ods without the assent of the peo ple. Especially is it unreasonable to expect them to do so when, after one has performed his duty faith fully and well, he is denied the mon ey which the law appropriates for road purposes, and is compelled to appeal to a legal tribunal for pro lection, and can only get the money due him by an nward in his favor from the court. In most localities people practically prevent the con struction of good roads, eith"r by refusing to elect men for siipervis- rs, who, if 1 1 .'cti'd, would improve the roads, or by defeating at the succeeding election those who, by reason of having better road con struction, increase taxation. For an increase of tax to the amount of ten cents on Slu t and even less, be cause of road improvement, a super visor would be overwhelmingly de feated in many of the tow nships of this State. Under the present law the desired r suit could gradually be realized by constructing as im.ny miles of stone road annually asu reasonable assessment upon property valuation and tho amount reived from the State (if appropriatd would per- condition that tho supervisors of each township censtruct a certain distance of road each and every year. I believe that tho present road law, if not repealed, should be ho modified as to annul the clause permitting taxpayers to work out their own t ixes. because the work done by the taxpayers, as a rule, is performed without knowledge or i his embarrassment. The Snyder County Sunday School Association will convene at Middle burgh May !, 10 and 11. All Super intendents will please make out their respective reports and tho Seoelar will call for them. An interesting program lias been prepared. The subjects for discussion will be sent this week to the respective parties who are expected to talk upon them. Those interested in the work should preparo themselves to enable them to speak on the different topics when brought before the Convention.
