There are t wo kinds of monopoly - the one that applies itself to trade ami commerce, and the other to the possession of property. Monopoly in any shape or form, w hile it 1 ne tits one class of persons in vuriiilily injures others : hut iimnopnh- does not always henetit the few to the in jury of the many, hut often tlie re verse, for instance, let us take n small town or village, where there are one or two stores of ccncral merchandise, hy working together lose merchants can so affix the prices on articles of trade as to reap nn enormous profit on the cap ital invested : this kind of monop oly benefits only a few, hut now conies another individual or firm who open up business in the same locality, puts down the prices to the lowest possible figures, and of course secures the bulk of trade. This kind of monopoly benefit the community at large and injures only a few persons. Again, a party of capitalists combine together and operate on Home staple articlo of food or - r by buying up nil of clcs on the market. The .b' be, supplied t hrough them, ami at whatever price they choose to demand. This kind of monopoly benefits the few only, and works untold evils on the commu nity at large. A great deal of time and labor were wasted by our an cestors and statesmen of the pres ent day iti forming enactments to prohibit the creation of monopolies, but ho far without any direct results; in fact there is nothing in the world so hard to get at, for on the one haiid.while you would frame a law to protect the people at large from the power of the monopolist, it must be done in such a way as not to inter, fere with fair competition and the true healthy development of trade, (n the meantime monopoly is gain ing strength on every hand in this and other countries ; the evil is ap parent, but how to remedy it with out endangering its good effect h is not m plain and plausible. Equalized Tazaticn. The convention of County Commis sioners recommended equalization of taxutiou. The Constitution of the State was ahead of them. It com mend iniform taxation, but we do not have equitable or uniform taxa tion and it in altogether improbable if we ever do have anything that will approach it. The introduction of a tax bill into the Legislature intro duce.! a hcoreof lobbyists, intent upon relieving their own interests from taxation and placing it upon others, ho that by the time the bill becomes a law it haH in it littlo of w hat is desired, and much of w hat nobody w anted. The County Com miHsionerH have entered upon a dif ficult tax. They have, however, in their own hands the corrective for much of the evil. If tho coiiimis sionerH of all the rountieH will insist upon a compliance with the law in regard to nsHesHiiii'uts, the rate of taxation would bo very much de creaHed and the tax upon the nanio claHH of property would be equalized. Ah it in, nearly every county has its ow n basis of taxation that is hide pendent of the lawand that is about as far removed from a compliance with the law as it is possible to con ceive. It is tho outgrowth of vicious customs that have grown al most as strong as tho law. Let them correct these things. I ne meetings ol the aoininission em, however, will nerve a good pur pose, ine nnancial allairn of our conntieHare many time extravagant ly managed ; sometimes carelessly, and not infrequently ignorantly managed. It is not no often from want of disposition as' if in from want of knowledge. The eonven tions will be valuable, therefore, nn an educational system, and by offer ing an opportunity for comparison will be of ultimate advantage to the taxpayers, nnd for this, if for noth ing else, they ought to be commend ed.
