New Charges For Registered Letters. The new chargesof ten cents instead of eight cents for the reg istry of letters went into effect on Monday, Novenioer 1. It is an increase of the fixed rate that has been in vogue for many years practically since tho registry di vision of the post office was es tablished. Tho new rate of charg es for registering mail also brings an increase in the indemnity for the loss of a letter from $25 to Sf.'iO, the amount being doubled for the additional two cents that have been added to the rate. The registry charges were charged by the department with a view to wiping out the deficit that results with the closing of each fiscal year and to make the division self-sustaining.
