State fish commissioner Meehan little reckoned what the harvest would be when he gave notice some days ago that he was ready to furnish frogs for propagating purposes to owners of swampy grounds. Me has already received a bushel of let ters from all over the State, from farmers principally, all asking for blanks on which to make out appli cations for frogs. One man wanted to know if the frogs were green; an other if they are the kind that can he eaten; another asked if there were any hop toads in the collection, and another wanted to know if they were given away without cost to the ap plicant. There sceius to be no reason why States, counties or cities should sup- j port ill idleness those who liave broken the law, mid especially those who are nerving but a short term in some minor institution, says the Municipal Journal and Kngineer. Organized labor has made strenuous efforts to prevent the , employment of convicts In the mauu- | facture of goods that will compete j with free labor, but there is a way by which convicts may be employed to ! advantage and at the same tiiue not ; compete with free laborers. The man who is serving a term of a month or a year Is a different proposition from one who is sent to the state peniten tiary for a long term. l>allas county, Tex., has been using these short term men on its roads, and they are returning to the couuty more than it costs to support them. Au art , of the legislature in ISW> authorized the building of roads by the labor of county convicts. The couuty of Dal- I las is divided into four districts, each one in charge of a special road com- ; missiouer. The act provides that roads are to be constructed as nearly as possible east, went, north and south from the city. When these roads have been constructed, the act provides further thut four other roads are to be built to the border of ttie county as nearly midway tietween the first ones as is practicable. Then there are to be others between the roads al- i ready built, and In the end Dallas is to have a series of roads that will con verge toward the city. All convicts who are physically able 1 to perform labor must work ou the county roads. The work is to be under the supervision of a competent super intendent. and the work done must be of the best quality. Each of the con TBXAS CONVICTS AT WOK*. vict camps on the public roads la hi j charge of a superintendent and four guards, and the average number of j men in each camp ia fifteen. These men are supplied with clothing and , food and are credited with 50 cents for each day they are held in imprison- ' liieut, this amount going toward the canceling of ttieir tines and the costs of the case. In addition they are allowed 10 per I cent for good behavior while ou the work. This work has done a great deal toward reducing the number of '"ho boes" that heretofore were wont to fre- j (juent the district. "Hoboes" are not given to work and during the winter months are glad to be sent up for short terms In some Jail, where they can re ceive shelter and.to them, a good liv ing until summer comes again. Work Ing ou the roads la not to their likiiig. •o they now give Dallas and its vicin ity a wide berth CENTRAL IStcte Normal School LOCKHAVEN, PA. J R. FLICK INKER, Principal. !
