(Ct-.Spraker Hendfniiii PrM«il« aa Array of Souud and Convincing llt naom Why Tariff Krvlnlou la Not j lulled For at 'l'liU Till". In respect to tlie tariff, what If any ! 1 -islation may lie 'i'hero >s in be only one questlou before tlie congress: \ should it be reduced? 'l no reasons are offered ill favor of reduction: I'n St.—To kill tlie trusts. Second. —To reduce on those interests th it are too highly protected. How is congress 10 reach trust made pilots? What percentage is made by iniMs? The highest estimate is one- < (i:; i, of the country's manufactured ii inct. and it is conceded that the \ ir.i ;s have nothing to do with there- j n ning four-tifths. Can congress af- . l id to cripple this four-fifths during ; mh-Ii lime as the one-flfth is pursued . wall the legislative knife? Besides, J how is the distinction to be made? ] IJ..w are these interests to be segre j:; i'ii? To ask tliese <iuestions will de stroy the argument in favor of this liliiii unless it is submitted to one who ' is troubled with ignorance or willful disregard of law and facts. If A is j sirk. will it cure iiiui to make B sick'/ j This is surely losing sight of"the | j^i'./iitest good to the greatest number. . j ii trust made goods—l. e.. goods mauu 1. . tttred by a trust—are bad, does that prove that goods untainted by the trn-is are also bad? And suppose you destroy the one-tiftli made in this country by a radical lowering of du ties. are there not other countries mak ing the same things, and will not they promptly take advantage of the reclue- ; tion, attacking the four-fifths ol' nou- j trust made goods? Is there not thus j introduced a new foreign competitor i hit.) your American field armed for a j dt ".tntctive attack upon the whole five- ( lit'ths of our manufactured product? ' Congress will doubtless take time to , iliink over these propositions and still more time before acting upon them. As to the second reason for reduc fltn. all admit Hint certain goods are too highly protected, and with respect t , otliers tlie protection is not high (iiougli-. The fundamental reason for protection is to make up to our laboring Interests the difference between wages here and abrond. In other words, we add :i duty to foreign made goods to make them as dear as they would be if innde jn this country by our own well paid, well fed, well housed and highly skilled labor. Our law is based upon this theory, iind. without going back among the fathers or beyond Ke publican days, we find among its advo cates Lincoln, Grant. McKinley, Blaine, Ket'd and Diugley and such men of the present day as Cannon. I'ayne, Palzell .mid (Jrosvenor of the house of repre sentatives and Aldrich, Allison, Hanna, Kpoouer, Foraker, Lodge, I lepevv and the two I'latts of the senate. It is :i subject about which these men feel strongly, and they will goto defeat be t-ore-surrendering to a free trade seu -1 latent that seeks lo destroy the great protective edifice now blessing the country. Ii has been no trifling battle that se cure! protection to this United States, ; nil advantages have reached every part of the land because of it. No portion of our people lias enjoyed its beneficent fruits more fully than our laboring classes. Though tlie trusts have been developing and increasing in number and strength, none lias grown greater than the labor trust. Its chiefs weed but touch a single wire and every trade will be in action rushing to its owu defense. I say "labor trust" fear . '«sly, for there is now a compact or j,v 'li/ation of labor's capital, its brain and its muscle, and no trust 1r more v. atciiful, more alert, more unyielding rtnl more tyrannical than the labor trust. 1 do not challenge the right of labor to organize and mass its capi tal for the common good, but this is ci|tiiilly true of all kinds of capital, and tin- lime has arrived when every kind oi trust should feel the firm hand of governmental control and regulation. While the house of representatives is K. publican and under present condi i ions a free trade bill or one approxi mating free trade will never reach the .senate. A better demonstration of facts | 'and conditions must be made than is . yet before us. When legislative correc j ti on of the tariff schedules becomes nec essary , it must be and will be consid ered in the calm of national politics a d not before or during the heat of a presidential battle. Congress and the wise men of the country comprehend this, and prediction is made that no hostile action will be taken during the present session. The increasing wealth of the country is not confined to trust made goods. We are all growing richer, more powerful ni ul happier. The American home, whether situated on the farm, in the city or in the village. Is comparatively a' palace, and a protective policy more than anything else has enabled our peo ple to build such homes. Immediate conditions and experiences are not a hate guide t< the lawmaker. The con iliiions and experiences of the past must also be considered in order to qualify w.jdom tor new and safe laws. Other r tlona net- Htudytng these problem*, all eyes are measuring the work of hie American people. Why Is Great | Britain now considering the adoption of ! i protection? It is because the United j States holds the lead In the great Intel- j lectual struggle of life. With our popu- ; latlou yet In safe control aa compared I with other nations and enjoying bound- j less resources, we will continue to lead unless unwise counsels Induce us to de stroy the greatness we have achieved. —Hon.
