per pound, and with that duty the in
dustry got such a start that the duty
was reduced to l'a cents a pound in
the Dingley law. Many articles were
transferred to the free list in both the
McKlnley and Dingley laws.
It is not inconsistent with good pro
tection doctrine to reduce a duty or
abolish It altogether if it Is no longer
needed, but it must be remembered
that tariff laws are made primarily
for revenue aud the state of the pub
lic treasury mav necesslfate clianges.

It is altogether different. Even the
possibility of a change of import du
ties causes apprehension, while the
probability and afterward the actuali
ty create havoc and panic. Import
ers and manufacturers must rearrange
prices and wages to suit the changed
conditions, for commerce is conducted
for profit, not sentiment or philanthro
py. When the manufacturer finds he
must sell his goods in competition with
foreign made goods, he must at once
arrange for a reduction In expenses.
Labor cost Is the lirst nnd greatest
thing to be considered, aud the farsee
lng man knows that when wages are
lowered there will be less of his prod
uct purchased, nnd he must curtail his
production. The effect is felt every
where at once, and It soon reaches the
farmer, and his prices, too, mußt fail,
and even then he may not dispose of
his crop, and so consternation falls on
farm and factory alike, and hard
times are known from one end of the
country to the other. This has always
been the effect of tariff reduction or
the probability of repealing protective
duties.
And the reverse has always been
true when low duties were to be In
creased. The business man does not
wait till the signing of a tariff law be
fore making his plans and adopting
his changes. He anticipates every
thing months in advance. There is
nothing that so disturbs business, that
so frightens capital and unsettles la
bor as tariff changes and their antici
pation.
At present we are uniformly prosper
ous all over the country. We have the
